辽宁省高职院校人才培养工作评估现状及对策研究

【摘要】:近年来,伴随高等职业教育的快速发展,高职院校人才培养工作评估也随之受到教育相关部门和学者的高度关注。因此,2003年,全国高职高专院校人才培养工作水平评估试点启动,并于2004年在各省(自治区)教育主管部门的领导下全面展开。2006年,《关于进一步推进高职高专院校人才培养工作水平评估的若干意见》(教高[2006]16号)文件的颁布,为我国高职院校人才培养工作评估提供了比较系统的理论依据。国家高职教育评估研究课题组在对2006年第一轮试评估方案进行认真总结的基础上,于2008年颁布《关于印发高等职业院校人才培养工作评估方案的通知》(教高[2008]5号)。新方案的提出,为我国高职院校人才培养工作评估的发展指明了方向。为了认真贯彻落实教高[2006]16号和教高[2008]5号文件精神,结合高等职业教育发展的实际情况,辽宁省于2003-2010年间对35所高职高专院校进行了人才培养工作评估。评估工作始终坚持“以评促建、以评促改、以评促管、评建结合、重在建设”的方针和科学性、可行性、学校自评与专家评估相结合、单项评估与综合评估相结合、静态评估与动态评估相结合等原则,于2003-2010年间,对省内35所高职高专院校进行了人才培养工作评估。此次评估工作对高职院校内涵建设的促进、人才培养质量的提高、高职教育特色的把握及学院的发展都起到了积极的推动作用,并为辽宁老工业基地经济建设和社会发展培养了大批高技能应用型人才。虽然我省高职院校评估工作取得了一定成绩,但同时也存在不少问题。本文主要采用文献研究法、访谈法、案例分析等方法对我省高职院校人才培养工作评估现状进行分析,其中采用案例分析法对我省已经参与人才培养工作评估的35所高职院校的评估结论、专家建议等方面进行研究,从中概括出辽宁省高职院校人才培养工作评估的基本经验和取得的成绩,并总结出评估工作中存在的主要问题,最后探寻出改进评估工作的建议与对策,从而使我省高职院校人才培养工作评估得到更好地发展,促进我省高职评估工作上升到一个崭新的阶段。
[Abstract]:In recent years, with the rapid development of higher vocational education, the evaluation of talent training in higher vocational colleges has been highly concerned by the relevant education departments and scholars. Therefore, in 2003, A pilot project to assess the level of talent training in higher vocational and technical colleges across the country has been launched. It was carried out on 2004 under the leadership of the competent departments of education in various provinces (autonomous regions). It provides a relatively systematic theoretical basis for the evaluation of talents training in higher vocational colleges in China. From 2003 to 2010, the principles of combining school self-assessment with expert assessment, single assessment with comprehensive assessment, static assessment with dynamic assessment, In this paper, 35 colleges and universities in the province have been evaluated on the training of talents. The evaluation work has promoted the connotation construction of higher vocational colleges and improved the quality of personnel training. The grasp of the characteristics of higher vocational education and the development of colleges have played a positive role in promoting, A large number of highly skilled applied talents have been trained for the economic construction and social development of Liaoning's old industrial base. Although some achievements have been made in the evaluation work of higher vocational colleges in our province, there are still many problems at the same time. The present situation of talent training evaluation in higher vocational colleges in our province is analyzed by the methods of interview and case analysis, in which the evaluation conclusions of 35 higher vocational colleges that have already participated in the assessment of talent training work in our province have been analyzed by case analysis method. The expert suggests to carry on the research, from which generalizes the basic experience and the achievement which the Liaoning Province higher vocational college talented person trains the work appraisal, and summarizes the appraisal work the existence main question, Finally, some suggestions and countermeasures are put forward to improve the evaluation work, so that the evaluation of talent training in higher vocational colleges in our province can be better developed, and the evaluation work of higher vocational education in our province can be promoted to a new stage.
