英国BTEC职业资格证书质量保障研究

【摘要】:职业资格证书是求职者的入职执照,是职业教育不容忽视的一个责任。近年来,随着经济的不断发展、招聘要求的不断提高,职业资格证书的质量保障问题逐渐得到重视。如何保障职业资格证书的质量、提高质量资格证书在职场的吸引力,这是当前职业教育在研究、实践等方面的重点、难点之一。英国的BTEC职业资格证书不仅在英国有着明显的成效,同时在国际上也被多个国家所认可。BTEC职业资格证书在质量保障方面的经验与成效具有重要的启示意义,值得我们在实践运用中进行借鉴。 本文由五部分构成: 第一部分说明了研究的缘起。对国内外与英国BTEC职业资格证书质量保障相关的研究进行了综述,对核心概念进行了界定,交代了论文的研究思路和研究方法。 第二部分概述了英国BTEC职业资格证书的基本情况。主要涉及BTEC职业资格证书的产生背景和现状,从BTEC职业资格证书的种类、等级水平、指导手册以及为了适应国家资格与学分框架体系而做的努力等方面进行了论述。英国BTEC职业资格证书包括17个大类,涵盖预备学历证书、初级学历证书、国家证书、国家高等证书、工作技能课程证书和短期课程证书等层级,有着中心指导手册、职员手册和学生手册等指导性文件。 第三部分介绍了英国BTEC职业资格证书在质量保障方面内容。论文围绕BTEC职业资格证书质量保障,介绍了与BTEC职业资格证书质量保障相关的工作人员;阐释了注册、评估、内审以及申述等质量保障的政策;对资格证书执行的计划、执行、内审、决策和反馈等步骤进行分析;从资格证书的颁发机构、培训机构和学习人员三个角度对质量保障举措进行阐述。 第四部分揭示了英国BTEC职业资格证书的特点与成效。阐释了BTEC职业资格证书保障体系标准化、评估程序规范化、质量审查多重化等特点,从个人收益、就业、个人发展以及国家财政效益等方面探讨了BTEC职业资格证书所取得的成效。 第五部分分析了英国BTEC职业资格证书质量保障经验对我国的启示。主要包括:明确人员责任,推行资格证书质量监控问责机制;加强立法,健全职业资格证书的法制体系;加强过程评价,构建严格的评估程序;加强资格标准审查,完善监督机制。
[Abstract]:Vocational qualification certificate is a job applicant's entry license and a responsibility that can not be ignored in vocational education. In recent years, with the development of economy, the requirement of recruitment is increasing. How to guarantee the quality of vocational qualification certificate and how to improve the attraction of quality qualification certificate in the workplace is the focus of current vocational education in research and practice. One of the difficulties is that the British BTEC professional qualification certificate not only has obvious effect in the UK, but also has the important enlightenment significance in the quality assurance aspect experience and the effect which is recognized by many countries in the international. It is worthy of our reference in practice. This paper consists of five parts:. The first part explains the origin of the research. It summarizes the research related to the quality assurance of BTEC professional qualification certificate at home and abroad, defines the core concepts, and explains the research ideas and methods of the paper. The second part summarizes the basic situation of the BTEC professional qualification certificate in Britain. It mainly involves the background and present situation of the BTEC vocational qualification certificate, from the category and grade level of the BTEC vocational qualification certificate. The guidebook and the efforts to adapt to the national qualification and credit framework system are discussed. The UK BTEC professional qualification certificate includes 17 categories, covering preparatory diploma, primary diploma, national certificate, etc. The National Advanced Certificate, Job skills Certificate and short course Certificate level, with guidance documents such as central instruction manual, staff manual and student manual. The third part introduces the content of British BTEC professional qualification certificate in quality assurance. The paper introduces the staff concerned with the quality assurance of BTEC vocational qualification certificate, explains the registration, evaluation, etc. Quality assurance policies such as internal audit and representation; analysis of the plan, implementation, internal audit, decision-making and feedback steps for the implementation of the qualification certificate; from the certification authority, Training institutions and learning staff from the three angles of quality assurance measures are elaborated. The 4th part reveals the characteristics and effects of the BTEC professional qualification certificate in Britain. It explains the characteristics of the BTEC professional qualification certificate guarantee system standardization, evaluation procedure standardization, quality review and so on, from the personal income, employment, etc. The effect of BTEC professional qualification certificate is discussed in the aspects of personal development and national financial benefit. The 5th part analyzes the enlightenment to our country from the experience of British BTEC professional qualification certificate quality assurance. It mainly includes: clarifying the responsibility of personnel, implementing the quality monitoring and accountability mechanism of qualification certificate, strengthening legislation, perfecting the legal system of professional qualification certificate; Strengthen the process evaluation, construct the strict evaluation procedure, strengthen the qualification standard examination, perfect the supervision mechanism.
