云南技工教育发展研究

【摘要】:技工教育是国家职业技术教育的重要组成部分,是促进经济和社会发展、扩大就业、提高劳动者素质的重要途径。改革开放以来,在云南省委、省政府高度重视下,云南技工院校建设和技工教育体制改革取得了显著成绩,总体实力大幅提升,为经济结构调整、产业升级培养了大批一线技术人才。但随着云南产业建设发展,国有企业和教育体制改革不断深化,原有在计划经济体制下建立起来的技工教育体制、机制难以适应新形势下经济和社会发展需要。 本文将在国内学者关于技工教育发展理论研究的指导下,对技工教育发展的相关概念进行必要阐述,从云南技工教育发展实际着手,深入研究其面临的优势、劣势、机会和威胁,并对制约技工教育发展的问题进行深入分析,借鉴发达国家和地区政府支持职业教育发展的经验和启示,试提出治理方案,为推进云南技工教育持续发展提出对策建议。从公共管理视角看,云南技工教育面临的问题主要是政府对技工教育发展保障不足,政府主导的技工教育内涵发展滞后,政府倡导的崇尚技能,重视技工院校发展的氛围尚未形成。政府应提升对技工教育发展的保障,建立省级发展现代职业教育领导小组,整合各职能部门职权,统筹发展职业教育和技工教育;加大技工教育投入力度;明确技工教育法律地位,做好技工院校发展规划,出台发展技工院校指导性文件,落实好现有技工教育发展政策;以政府部门为主导,鼓励企业和院校开展校企合作,鼓励民间资本注入技工教育,将技工院校招生统一纳入全省招生平台,保证生源整体质量,加快名校、名师工程建设,不断加快技工教育内涵发展。政府部门积极营造“崇尚一技之长、不唯学历凭能力”的社会氛围,激发年轻人学习职业技能的积极性。
[Abstract]:Technical education is an important part of national vocational and technical education. It is an important way to promote economic and social development, expand employment and improve the quality of workers. Since the reform and opening up, the Yunnan Provincial Committee and the provincial government have attached great importance to it. Significant achievements have been made in the construction of technical colleges and universities and the reform of the technical education system in Yunnan. The overall strength has been greatly enhanced, and a large number of first-line technical personnel have been trained for economic restructuring and industrial upgrading. However, with the development of Yunnan's industrial construction, The reform of the state-owned enterprises and the education system has been deepened continuously. The mechanism of the education system for skilled workers established under the planned economic system is difficult to meet the needs of economic and social development under the new situation. Under the guidance of domestic scholars' theoretical research on the development of craftsmanship education, this paper will make a necessary exposition on the related concepts of the development of craftsmanship education, starting from the reality of the development of technical education in Yunnan, and deeply studying the advantages and disadvantages it faces. Opportunities and threats, and the constraints of the development of technical education in-depth analysis of the experience of developed countries and regional governments to support the development of vocational education and enlightenment, try to put forward a governance plan, In order to promote the sustainable development of the technical education in Yunnan Province, the countermeasures and suggestions are put forward. From the point of view of public management, the problems faced by Yunnan technical education are mainly the insufficient guarantee of the development of the technical worker education by the government, and the lagging behind of the connotation development of the technical worker education led by the government. The atmosphere of advocating skills and attaching importance to the development of technical colleges and universities has not yet been formed. The government should enhance the guarantee for the development of technical education, establish a leading group for the development of modern vocational education at the provincial level, and integrate the functions and powers of various functional departments. To develop vocational education and technical education as a whole; to increase the input of technical education; to clarify the legal status of technical education; to make a good plan for the development of technical colleges and universities; to issue guidance documents for the development of technical colleges and universities; and to implement the existing policies for the development of technical education; Leading by government departments, encouraging enterprises and colleges to carry out cooperation between schools and enterprises, encouraging folk capital to inject technical education, unifying the enrollment of technical colleges and universities into the recruitment platform of the whole province, ensuring the overall quality of student resources, speeding up the construction of famous schools and famous teachers, Government departments actively create a social atmosphere of "advocating one skill, not relying on academic qualifications and ability", so as to stimulate the enthusiasm of young people to learn vocational skills.
