工作本位能力的培养与发展:OECD的视角

【摘要】:在教育系统与职业系统之外的NEET(neither in employment nor in education or training)青年近年来成为各国关注的焦点,它本质上反映了教育系统与职业系统之间的"空间摩擦"问题。对此,OECD在《OECD技能展望2015——青年技能和就业能力》基于青年"工作本位"能力的培养与发展提出教育系统与职业系统整合发展策略,强调学生能力的培养与发展应适应未来职业生涯的需要,这在某种程度与时下"核心素养"改革所关注的学生终身发展与社会发展的核心问题相契合,对我国教育系统与职业系统整合建设有重要参考价值。本研究基于我国教育实际,并结合对OECD相关文件及其对世界各国青年"工作本位"能力调查数据等的解读,从"工作本位"能力的培养和发展两方面关注NEET青年问题的解决。
[Abstract]:NEET(neither in employment nor in education or training outside the educational and vocational systems has become the focus of attention in recent years. It essentially reflects the problem of "spatial friction" between the educational system and the vocational system. In view of this, the OECD put forward the education in the Outlook of OECD skills 2015- Youth skills and Employment ability, based on the cultivation and Development of Young people's "Work-Oriented" ability. System and career system integration development strategy, It is emphasized that the cultivation and development of students' ability should be adapted to the needs of future career, which to some extent coincides with the core problems of students' lifelong development and social development which are concerned by the reform of "core accomplishment". This study is of great reference value to the integration of education system and vocational system in our country. This study is based on the educational practice in China, combined with the interpretation of the relevant documents of OECD and the data of the investigation on the "work-based" ability of young people from all over the world. This paper focuses on the solution of NEET youth problem from the two aspects of the cultivation and development of work-based ability.
