职业教育经费保障的机制建设与政策安排

【摘要】：构建"政府引导为先,举办者投入问责与面向市场筹集并重"的职业教育多元经费保障机制,一要加强政府引导:提高国家财政性教育经费分配中职业教育经费的比重,形成投入总量与事业规模相匹配的协调机制;二要强化规范和督导:依法抓紧制定职业学校生均经费标准,并以此为基础建立起生均经费标准拨付制度及问责机制;三要拓宽经费渠道:通过税收优惠,鼓励职业院校面向市场获取服务性收入,激励行业企业和社会力量投入和支持职业教育。
[Abstract]:In order to construct the multi-fund guarantee mechanism of vocational education with "government guidance first, the organizers put equal emphasis on accountability and market-oriented raising", the first is to strengthen government guidance: to increase the proportion of vocational education funds in the allocation of national financial education funds. The second is to strengthen the standardization and supervision: to formulate the standard of the average expenditure of vocational school according to law, and to establish the system and accountability mechanism of the standard allocation of the average expenditure of students on the basis of this; Third, it is necessary to broaden the funding channels: to encourage vocational colleges and universities to obtain service income in the face of the market, to encourage enterprises and social forces to invest in and support vocational education through tax concessions.
