我国高职教育资源配置研究

【摘要】：高职教育资源配置是对我国高职教育资源全局性、长远性的谋划。研究高职教育资源配置,对于促进高职教育事业协调发展,满足人民群众高职教育需求,建设社会主义和谐社会具有重要意义。高职教育资源的合理配置与否,关系到区域高职教育与区域经济之间的协调发展。本文首先运用文献法、统计研究法和比较分析法,分析了我国高职教育资源配置现状,接着分析了我国高职教育资源配置存在的问题及其产生的原因,最后提出了一些优化对策。研究认为,当前我国高职教育资源配置主要存在以下问题：一是我国高职教育资源总量不足,二是我国高职教育内部结构需进一步调整,三是我国高职教育资源配置存在严重的区域差异,四是我国高职教育资源配置机制需进一步完善,五是区域高职教育发展与区域经济社会发展不协调。为优化我国高职教育资源配置,中央政府应实施“相对公平”的高职教育资源配置政策,健全高职教育资源的政府调控和市场调控机制,建立高等职业院校基本办学条件监测和预警机制；各省政府应制定合理的区域高职教育政策,实现区域高职特色发展,还应拓展投入渠道,扶持各省区高职教育发展；国家对西部地区高职教育的发展要实行倾斜政策,加大对口支援西部力度,推进跨区域高职教育合作。
[Abstract]:The allocation of higher vocational education resources is an overall and long-term plan for our country's higher vocational education resources. To study the allocation of higher vocational education resources can promote the coordinated development of higher vocational education cause and meet the needs of the people in higher vocational education. It is of great significance to build a harmonious socialist society. The rational allocation of higher vocational education resources is related to the coordinated development between regional higher vocational education and regional economy. This paper first analyzes the present situation of the allocation of higher vocational education resources by means of literature method, statistical research method and comparative analysis method, and then analyzes the problems existing in the allocation of higher vocational education resources in our country and their causes. Finally, some optimization countermeasures are put forward. The main problems in the allocation of higher vocational education resources in China are as follows: first, the total amount of higher vocational education resources is insufficient; second, the internal structure of higher vocational education needs to be further adjusted. Third, there are serious regional differences in the allocation of higher vocational education resources, and fourth, the mechanism of higher vocational education resource allocation needs to be further improved. Fifth, the development of regional higher vocational education is not in harmony with the development of regional economy and society. In order to optimize the allocation of higher vocational education resources in China, the central government should implement a "relatively fair" policy on the allocation of higher vocational education resources. The government regulation and market regulation mechanism of higher vocational education resources should be perfected, the monitoring and early warning mechanism of the basic running conditions of higher vocational colleges should be established, and the provincial governments should formulate reasonable regional higher vocational education policies to realize the development of regional higher vocational characteristics. We should also expand the input channels and support the development of higher vocational education in various provinces and regions, and the state should implement the policy of tilting towards the development of higher vocational education in the western region, increase the relative support to the western region, and promote the cross-regional cooperation in higher vocational education.
