湖南HG高职学院绩效管理研究

【摘要】:随着社会经济大发展,企业对于懂技术、高素质的技能型人才的需求日益增加,中央和国务院多次在不同场合对高等职业教育的发展提出了要求。近年来,高职院校这一特殊的高等教育机构得到了较大的发展,取得了长足的进步。然而,,要满足日渐增长的社会需求,高职院校在自身内涵打造上仍任重而道远。苦练内功的一个重要方面就是要提高自身的绩效管理水平。平衡记分卡是一种常用的绩效管理工具,通过财务、顾客、内部业务流程和学习成长四个维度的内容有效的改变了传统只单一靠财务数据考核代替绩效管理的方式,平衡计分卡在国内外高校都得到了运用并取得了较好的管理效果。但是由于对平衡计分卡这个工具使用熟练程度不够、水平不高、内部沟通不足以及高职院校对绩效管理重视程度不够,加上平衡计分卡实施成本高、指标权重分配难问题,平衡计分卡在国内高职院校中并未得以推广和运用。 本文首先归纳、总结了国内外研究现状,以此提出研究主题,并分析了绩效管理的内涵、过程、原则、常用方法及其重要性;其次,以湖南HG高职学院为例,从绩效管理的指导思想等六个方面总结了现行高职学院绩效管理的现状,并分析了绩效管理实施中存在的问题;再次,从学院发展战略出发,从财务、学生、内部流程、学习与成长等四个维度分别构建了湖南HG高职学院的学院、部门与个人平衡计分卡;最后,利用构建的平衡计分卡、采用综合评价法,对收集的数据进行整理与分析,测评该院个人、部门与学院绩效管理水平综合得分,并对评价结果进行分析,找出问题及其原因,提出针对性的建议与对策。
[Abstract]:With the great development of society and economy, the demand of enterprises for skilled personnel with knowledge of technology and high quality is increasing day by day. In recent years, the Central Committee and the State Council have put forward requirements for the development of higher vocational education on different occasions. This special institution of higher education in higher vocational colleges has been greatly developed and has made great progress. However, to meet the increasing social needs, Higher vocational colleges still have a long way to go to build their own connotations. An important aspect of practicing their internal work is to improve their performance management level. Balanced Scorecard is a common performance management tool, through finance, customers, The contents of the four dimensions of internal business process and learning growth have effectively changed the traditional way of replacing performance management with financial data appraisal. The balanced scorecard has been used in colleges and universities both at home and abroad and has achieved good management results. However, due to the lack of proficiency in the use of the balanced scorecard, the level is not high. Lack of internal communication and insufficient attention to performance management in higher vocational colleges, coupled with the high implementation cost of balanced Scorecard, the difficult distribution of index weight, balanced Scorecard has not been popularized and applied in domestic higher vocational colleges. This paper first summarizes the current research situation at home and abroad, puts forward the research topic, and analyzes the connotation, process, principle, common methods and its importance of performance management. Secondly, taking Hunan HG Vocational College as an example, This paper summarizes the current situation of performance management in higher vocational colleges from six aspects, such as the guiding ideology of performance management, and analyzes the problems existing in the implementation of performance management. Thirdly, from the development strategy of the college, from the financial, student, internal process, The four dimensions of learning and growth are used to construct the balanced scorecard of Hunan HG Vocational College. Finally, the data collected are sorted and analyzed by using the constructed balanced Scorecard and the comprehensive evaluation method. The comprehensive scores of individual, department and college performance management level are evaluated, and the evaluation results are analyzed, the problems and their causes are found out, and suggestions and countermeasures are put forward.
