安徽省高职高专院校档案工作规范管理评价指标体系研究

【摘要】:安徽省高职高专院校档案工作整体水平较过去有一定的提升,但是距离规范化的要求还存在明显的差距,在和本科院校进行比较中也存在较多的问题。然而,我们现阶段开展档案工作所依靠的法律法规文件并不区分本科院校和高职高专院校,对指导高职高专院校档案工作针对性有所欠缺。因此,本文立足于安徽省高职高专院校档案工作的现状,结合相关的法律法规,旨在构建专门针对安徽省高职高专院校的档案工作评价指标体系,有效推动高职高专院校档案工作的规范化发展。论文共分为五个部分:第一部分为绪论,阐述了本选题的研究背景、研究依据、研究目的、研究意义、国内外研究现状、研究内容、研究思路、研究方法以及研究特色和创新点,为后文进行深入研究打下坚实的基础。第二部分为安徽省高职高专院校档案工作规范管理现状调查,通过对十所样本学校实地考察,将各个学校的档案工作情况进行整理汇总。首先从高职高专院校建立了档案工作管理体制和档案机构、高职高专院校都配备了专职档案工作人员、高职高专院校档案管理制度较为健全、高职高专院校档案工作规范化管理水平有了一定提高、高职高专院校档案工作各具特色这五个方面对安徽省高职高专院校档案工作目前取得的成绩进行概述。然后分析高职高专院校档案工作现存的问题,分别从高职高专院校档案工作规范化管理水平仍然较低、档案工作基础条件仍不理想、馆藏档案结构仍不合理、档案信息化建设严重滞后四个角度阐述,为下文构建安徽省高职高专院校档案工作评价指标体系提供充分的理论基础。第三部分是安徽省高职高专院校档案工作规范管理存在问题的原因分析,该部分是在深入分析高职高专院校档案工作存在问题的基础上,对问题产生的原因进行更深层次的挖掘,总结存在问题的五大原因:《高等学校档案管理办法》等相关文件未落到实处、缺乏专门针对安徽省高职高专院校的档案工作评价指标体系、高职高专院校领导对档案工作的重视程度有所欠缺、高职高专院校未按规定建立档案馆、高职高专院校专职档案员数量和专业素质难以满足需要。构建本评价指标体系的目的就是为了从根源出发,寻找原因,解决第二部分出现的一系列的问题。第四部分是安徽省高职高专院校档案工作规范管理评价指标体系的构建。该部分首先对构建评价指标体系的必要性、可行性、目的、目标和原则进行阐述。其次具体描述评价指标体系的类别和内容,即以管理体制与机构设置、条件保障、档案基础工作、档案服务工作为一级指标,分层次进行详细具体的描述。再次是对安徽省高职高专院校档案工作规范管理评价指标体系进行赋分说明,对各级指标考核的具体内容以及各项考核内容的分值设置进行解释说明。最后,以附表的形式完整的展示安徽省高职高专院校档案工作规范管理评价指标体系。第五部分是保障安徽省高职高专院校档案工作规范管理评价指标体系实施的建议。该部分从行政主管部门和档案业务主管部门层面、高职高专院校层面、高职高专院校档案部门层面、高校档案工作者层面展开,多层次、多角度的探讨保障本评价指标体系贯彻落实的有效办法,从而实现构建本评价指标体系的意义。
[Abstract]:The overall level of archives work in Higher Vocational Colleges of Anhui province than in the past has risen, but from the standardized requirements there is still a significant gap, there are many problems also exist in comparison and universities. However, we carry out the archives work on laws and regulations documents do not distinguish between colleges and higher vocational colleges the High Commissioner of the guidance of higher vocational college archives work for lacking. Therefore, based on the current situation of Higher Vocational Colleges of Anhui province archives work, combined with the relevant laws and regulations, to build specifically for the higher vocational colleges of Anhui province archives evaluation index system, effectively promote the standardization of the development of higher vocational colleges the archives work. The thesis is divided into five parts: the first part is the introduction, describes the research background, the research basis, research purpose, research significance, research at home and abroad Research status, research contents, research ideas, research methods and features and innovations for the in-depth study and lay a solid foundation. The second part is the higher vocational colleges of Anhui Province Survey Archives standardization management status, based on the ten sample school field trips, the archives of each school summary. First, from Higher Vocational Colleges to establish archives management system and archival institutions, higher vocational colleges are equipped with full-time personnel archives, archives management system in higher vocational colleges are perfect higher vocational college file work standardization management level has been improved, the archives work in higher vocational colleges have their own characteristics these five aspects of Higher Vocational Education in Anhui province archives work in colleges at present achievements are summarized. Then the analysis of archives work in Higher Vocational Colleges and the existing problems, respectively. From higher vocational colleges management level of Archives standardization is still low, the basic conditions of archives work is still not ideal, the collection file structure is not reasonable, serious lag of archives informatization construction four aspects, provide sufficient theoretical basis for construction of Higher Vocational Colleges of Anhui province archives evaluation index system. The third part is the analysis of causes of Archives standardization management in Higher Vocational Colleges of Anhui province exist problems, this part is the existence of colleges archives work in higher vocational problems on the basis of in-depth analysis of the causes of the problem, dig deeper, summarize five major problems: "the management of College Archives and other related documents are not. Carried out, the lack of specific higher vocational colleges of Anhui province archives evaluation index system, the leadership of Higher Vocational Colleges attach importance to the work on archives of history The lack of higher vocational colleges is not established in accordance with the provisions of the archives, full-time archivists in Higher Vocational Colleges and professional quality. Secondly the specific description of the evaluation index system of categories and content, the management system and organization, guarantee conditions, basic work files, file service level hierarchical index, detailed description of Higher Vocational Education in Anhui province. Once again, the evaluation index system of Archives standardization management of higher vocational colleges was evaluated, on all levels The specific content of the evaluation index and the evaluation contents of the score set explained. Finally, in the form of a schedule complete display of Higher Vocational Colleges of Anhui Province Archives standardization management evaluation index system. The fifth part is the guarantee of Higher Vocational Colleges of Anhui province archives work to implement standardized management evaluation index system of the part from the proposal.
