产业结构调整背景下的苏州职业教育发展研究

【摘要】：过去的十多年中,苏州职业教育与时俱进,凭借区域经济的快速发展迈上了一个新台阶,为提高劳动者素质、促进产业优化升级、实现经济社会较好发展做出了巨大贡献。但是,随着苏州市经济发展方式转变、战略性新兴产业的发展以及工业化和城市化步伐加快,技能型、复合型的职业教育人才短缺的现象越来越突出,职业教育出现了人才的培养与经济发展需要相脱节的现象,人力资源问题逐渐成为制约苏州区域经济发展的“瓶颈”。职业教育面临的困境是,如何培养出与经济社会发展,尤其是产业结构调整需求相适应的高素质人才。文章的主要内容是：第一,梳理职业教育、产业结构及其调整等核心概念。只有明确二者内涵,才能把握二者的内在关联。第二,分析职业教育与产业结构调整的关系。文章认为,职业教育从多方面、多渠道影响产业结构调整,作用方式具有发散性、滞后性等特征。第三,调查并概括区域内产业结构调整的现状及其人才需求趋势。在一定程度上,产业结构调整受制于人力资源供给现状的制约,职业教育的发展需要有超前的意识。第四,从产业结构调整的角度,分析苏州市职业教育发展现状及问题。最后,在以上基础上,提出产业结构调整背景下的苏州职业教育发展对策与建议。教育的发展和变革从来不是单一因素影响的结果,而是包括内部动力和外部政治、经济、文化等在内的诸因素综合作用的产物。文章期望从职业教育内外部主要因素出发,在区域产业结构调整的大背景下,构建职业教育发展策略,在专业结构、层次结构和人才素质结构方面适应新时期的发展需要,以实现职业教育与经济社会发展的有效对接。
[Abstract]:In the past ten years, the vocational education in Suzhou has advanced with the times and advanced to a new level with the rapid development of regional economy, which has made great contributions to the improvement of the quality of workers, the promotion of industrial optimization and upgrading, and the realization of better economic and social development.However, with the transformation of Suzhou's economic development mode, the development of strategic emerging industries and the acceleration of industrialization and urbanization, the shortage of skilled and complex vocational education personnel is becoming more and more prominent.The problem of human resources has gradually become the "bottleneck" that restricts the development of regional economy in Suzhou, because of the disconnection between the training of talents and the needs of economic development.The dilemma of vocational education is how to cultivate high-quality talents who can meet the needs of economic and social development, especially the adjustment of industrial structure.The main contents of this paper are as follows: first, combing the core concepts of vocational education, industrial structure and its adjustment.Only by clarifying the connotation of the two, can we grasp the internal relationship between them.Second, analyze the relationship between vocational education and industrial structure adjustment.The article holds that vocational education influences the adjustment of industrial structure from many aspects and channels, and has the characteristics of divergence and lag.Third, investigate and generalize the current situation and talent demand trend of the industrial structure adjustment in the region.To a certain extent, the adjustment of industrial structure is restricted by the present situation of human resource supply, and the development of vocational education needs to have advanced consciousness.Fourth, from the angle of industrial structure adjustment, analyze the present situation and problems of Suzhou vocational education development.Finally, on the basis of above, the countermeasures and suggestions of Suzhou vocational education development under the background of industrial structure adjustment are put forward.The development and transformation of education is never the result of single factor, but the result of comprehensive action of internal power, external politics, economy, culture and so on.Based on the main internal and external factors of vocational education and under the background of the adjustment of regional industrial structure, the article expects to construct the development strategy of vocational education, to adapt to the development needs of the new era in the aspects of professional structure, hierarchy structure and talent quality structure.In order to realize the effective docking between vocational education and economic and social development.
