传承与重塑:英国现代学徒制研究

【摘要】:二战后,除美国之外,世界各国综合国力都受到严重削弱,德国依靠“双元制”培养了大批技能人才,实现经济的崛起和腾飞,职业教育对于经济的作用再次得到证明。为解决技能型劳动者缺乏的问题,振兴国家经济,英国意欲向德国、瑞士等国学习,改革职业教育模式,于1993年开展现代学徒制改革,形成了法律、管理、资助、培养、评价五位一体的运作机制,取得一定成效,也面临亟待解决的问题。研究英国现代学徒制可以为我国现代学徒制改革提供先进经验和改革思路,有助于解决目前发展面临的实际问题。全文共分六个部分,如下所示:第一部分,从历史传承的视角,梳理英国从传统学徒制到现代学徒制的演变发展历程,揭示现代学徒制产生的背景并分析改革的基本情况。第二部分,归纳总结英国现代学徒制成功实施的运行机制,即法律保障、管理协调、经费资助、实施培养和考核评价五方面。第三部分,选取商业管理行业典型学徒培训案例“特许管理学位学徒制”进行分析,直观说明现代学徒制在具体行业中的开展和实施。第四部分,全面总结英国现代学徒制改革以来取得的成效,包括学徒制规模扩大、参与者满意度提升、人才培养受到重视、创造一定经济社会效益;最后从完成率、培训质量、雇主主导和中小企业参与四方面分析英国现代学徒制面临的挑战。第五部分,归纳总结英国现代学徒制的鲜明特点,具体体现为强化法制、雇主核心、证书融通和关注企业;第六部分,结合我国现代学徒制改革的现状和试点中出现的问题提出针对性建议:加强法律和制度建设、突出企业主导、规范评价认证以及加强行业参与。
[Abstract]:After World War II, with the exception of the United States, the comprehensive national strength of all countries in the world was seriously weakened, and Germany relied on the "dual system" to train a large number of skilled personnel to realize the rise and take-off of the economy, and the role of vocational education in the economy was again proved.In order to solve the problem of lack of skilled workers and to revitalize the national economy, Britain intended to learn from Germany, Switzerland and other countries and reform the vocational education model. In 1993, the modern apprenticeship system reform was carried out, and the law, management, funding and training were formed.Evaluation of the five-in-one operation mechanism, achieved some results, but also faced with problems to be solved.The study of modern apprenticeship system in England can provide advanced experience and reform ideas for the reform of modern apprenticeship system in China, and help to solve the practical problems facing the development of the modern apprenticeship system in England.The thesis is divided into six parts as follows: the first part, from the perspective of historical inheritance, combs the evolution from the traditional apprenticeship system to the modern apprenticeship system in England, reveals the background of the modern apprenticeship system and analyzes the basic situation of the reform.The second part summarizes the successful implementation of the modern apprenticeship system in Britain, namely, legal protection, management coordination, financial assistance, implementation of training and evaluation of five aspects.In the third part, a typical case of apprenticeship training in commercial management industry, "the apprenticeship system of franchise management degree", is analyzed to illustrate the development and implementation of modern apprenticeship system in specific industries.The fourth part comprehensively summarizes the achievements since the reform of the modern apprenticeship system in Britain, including the expansion of the scale of apprenticeship system, the improvement of participants' satisfaction, the importance of talent training, and the creation of certain economic and social benefits; finally, from the completion rate, the quality of training,The challenge of modern apprenticeship in England is analyzed from four aspects: employer-led and small-and-medium-sized enterprises.The fifth part summarizes the distinctive characteristics of the modern apprenticeship system in Britain, which is embodied in the strengthening of the legal system, the employer's core, certificate financing and concern for enterprises.Combined with the current situation of the reform of modern apprenticeship system in China and the problems in the pilot project, the paper puts forward some suggestions: strengthening the construction of law and system, highlighting the leading of enterprises, standardizing the evaluation and certification, and strengthening the participation of the industry.
