中等和高等职业教育协调发展中的专业衔接研究

【摘要】:《国家中长期教育改革和发展规划纲要(2010-2020年)》提出“到2020年,形成适应经济发展方式转变和产业结构调整要求、体现终身教育理念、中等和高等职业教育协调发展的现代职业教育体系。”2011年教育部出台《教育部关于推进中等和高等职业教育协调发展的指导意见》,提出了中高等职业教育培养目标、专业、课程、教育资源、教学过程、招生考试、评价模式、行业指导和集团化办学等十个方面的衔接。纵观十个方面的衔接,中高等职业教育专业衔接是中高等职业教育“十个衔接”的基础,引领中高等职业教育衔接。 本文对中高等职业教育专业设置与衔接的历史进行回顾,提出逐步完善的中高等职业教育专业目录,是中高等职业教育专业衔接的制度基础和框架工具。 本文对现行的中高等职业教育专业目录进行了专业衔接状态的分析,发现中高职目录分类以产业与职业特性为基础、专业大类相似度高、继续学习专业举例可作为中高职衔接专业的参考。认为在指导中高等职业教育专业衔接方面,现行的中高等职业教育专业目录具有可行性、规范性和可操作性。 本文对中高等职业教育衔接模式进行探讨,针对不同衔接模式案例,提出中高等职业教育专业衔接的六个要素,即社会发展、学生发展、职业能力、课程设置、专业目录以及其他相关因素,为中高等职业教育不同专业的衔接提供相应的模式建议,,同时为不同衔接模式的专业衔接有效性提供评价参考。 基于上述分析,本文提出要进一步明确中等和高等职业教育定位、加快中高等职业教育衔接专业目录的编制、完善职业资格证书制度、做好中高等职业教育专业衔接的区域布局规划、严格衔接模式试点专业的论证审核等建议,为中高等职业教育专业衔接提供保障。 本文提出的中高等职业教育专业衔接重要性问题以及与专业衔接相关的中高等职业教育衔接模式,是中高等职业教育协调发展的基本路径之一,对于新时期职业教育由规模发展转向现代职业教育体系建设的理论和实践探索具有一定借鉴意义。
[Abstract]:The outline of the National medium- and Long-Term Education Reform and Development Plan 2010-2020 puts forward that "by 2020, the concept of life-long education will be formed and adapted to the changing mode of economic development and the adjustment of industrial structure," The Ministry of Education issued the guidelines on promoting the coordinated Development of Secondary and higher Vocational Education in 2011, and put forward the training goals of secondary and higher vocational education. Curriculum, educational resources, teaching process, entrance examination, evaluation model, industry guidance and group running school. Looking at the convergence of ten aspects, the professional convergence of secondary and higher vocational education is the basis of the "ten links" of secondary and higher vocational education, leading to the convergence of secondary and higher vocational education. This paper reviews the history of setting up and linking up the major of secondary and higher vocational education, and puts forward that the catalogue of specialty of secondary and higher vocational education is the institutional foundation and frame tool of the professional convergence of secondary and higher vocational education. In this paper, the author analyzes the current professional catalogue of secondary and higher vocational education, and finds out that the classification of middle and higher vocational education is based on the characteristics of industry and occupation, and the similarity of major categories is high. Continuing to study major examples can be used as a reference for middle and higher vocational convergence major. It is concluded that the current catalogue of secondary and higher vocational education majors is feasible, normative and operable in guiding the convergence of secondary and higher vocational education majors. This paper probes into the linking mode of secondary and higher vocational education, and puts forward six elements of professional cohesion of secondary and higher vocational education, that is, social development, students' development, vocational ability, curriculum design, and so on. The catalogue of specialties and other relevant factors provide corresponding suggestions for the convergence of different specialties in secondary and higher vocational education, and also provide an evaluation reference for the effectiveness of professional cohesion in different modes of convergence. Based on the above analysis, this paper suggests that we should further clarify the orientation of secondary and higher vocational education, accelerate the compilation of the catalogue of linking specialties in secondary and higher vocational education, and perfect the vocational qualification certificate system. In order to provide guarantee for professional convergence of secondary and higher vocational education, the regional layout planning of professional convergence of secondary and higher vocational education should be done well, and the demonstration and examination of pilot specialty of linking mode should be strictly enforced. In this paper, the importance of professional cohesion in secondary and higher vocational education, as well as the linking mode of secondary and higher vocational education related to professional convergence, is one of the basic paths for the coordinated development of secondary and higher vocational education. It has certain reference significance for the theory and practice exploration of vocational education from scale development to modern vocational education system construction in the new period.
