嘉兴高职毕业生农村基层就业现状及对策研究

【摘要】：当前中国高校毕业生人数连年屡创新高，而国内大中城市就业岗位日趋饱和，加上城乡经济结构不平衡，导致大学生就业难已经成为社会关注的焦点；与此同时构建社会主义新农村建设的步伐在不断加快,农村以及西部条件艰苦地区人才匮乏。因此，国家和高校各方需要积极引导和鼓励毕业生面向农村基层就业，这将成为缓解就业压力的有效途径。通过这一举措农村基层用人单位能在各方面为高校毕业生提供成功就业与职业发展的机会，这既有利于促进区域经济的协调发展，，缩小城乡差距，也有利于他们在农村地区安心工作。同时，对毕业生实施就业目标的合理定位和对社会实现农村人才培养都具有十分重要的现实意义。面对高校毕业就业难和农村基层人才匮乏的双重矛盾，各高校要积极发挥桥梁作用,建立科学合理的毕业生就业宣传引导机制、鼓励青年人要树立政治意识、增强责任感和使命感，使其本身真正成为引导高校毕业生到农村基层建功立业的典范。结合笔者三年的就业指导工作经验，本文就嘉兴市高职毕业生就业形势和农村基层就业的现状，分析了相关政策实施的落实情况以及农村基层就业存在的问题并提出了几点对策和建议，以期为改变当前农村基层就业的困境带来些许建设性的参考。
[Abstract]:At present, the number of college graduates in China has been innovating repeatedly in successive years, and the employment posts in large and middle cities in China are becoming more and more saturated and the economic structure of urban and rural is unbalanced, which has caused the difficult employment of college students to become the focus of social attention. At the same time, the pace of building a new socialist countryside is accelerating, and the conditions in the countryside and the West are difficult areas. Therefore, all parties in the state and colleges and universities need to actively guide and encourage the graduates to face the rural grass-roots employment, which will be an effective way to alleviate the employment pressure. Through this measure, the rural grass-roots employers can provide the opportunities for successful employment and career development for college graduates in all aspects, which is beneficial to the promotion of regional economy. The coordinated development, the narrowing of the gap between urban and rural areas is also conducive to their work in the rural areas. At the same time, it is of great practical significance for the graduates to carry out the rational orientation of the employment goals and to realize the training of the rural talents.
In the face of the dual contradiction between college graduates' difficult employment and the lack of rural grass-roots talents, colleges and universities should actively play a bridge role and establish a scientific and reasonable publicity and guidance mechanism for graduates' employment, encourage young people to establish political consciousness, enhance sense of responsibility and sense of mission, so that they themselves truly become the guidance of college graduates to the rural grass-roots units. Based on the author's three years' experience in employment guidance, this article analyses the situation of the employment of Higher Vocational Graduates in Jiaxing and the present situation of rural grass-roots employment, analyzes the implementation of relevant policies and the existing problems in rural grass-roots employment, and puts forward some countermeasures and suggestions in order to change the difficult position of the current rural grass-roots employment.
