辽宁省职业教育集团运行机制研究

【摘要】:组建职业教育集团是促进职业教育体制机制和办学模式改革的有效组织形式,是实现我省职业教育与产业园区、行业企业资源共享,促进校企优势互补,加速技能型和技术应用型人才培养的新途径和新模式;是加强产业园区、行业、企业、职业院校之间的全方位合作,优化职业教育资源配置,提高职业院校整体办学水平的有力保障。本研究试图通过对辽宁省典型职业教育集团运行机制的现状调查,了解辽宁省职业教育集团的发展状况,总结出我省职业教育集团在运行机制方面有那些典型的特点以及问题,并依据这些情况分析问题产生的原因,结合目前的外在经济、政治情况,进行一些建设性的策略分析。 本研究除了引言部分共分为四个章节的内容,第二部分主要对职业教育集团的理论依据进行研究,以及选用三重螺旋理论对职业教育集团运行进行分析。职业教育集团是职业教育与行业企业资源整合的产物;是职业院校在市场经济中寻求发展的必然选择;是构建现代职教体系的的尝试;是推动教育体制改革的产物。三重螺旋理论是将经济学内容融入到教育学中的一种逻辑方式,此理论的三个实体在职业教育集团中分别指的是政府、高校以及企业,三者互相影响,借助市场需求,产生三边网络和混生组织,构成“三重螺旋”关系。 第三部分对辽宁省职业教育集团运行机制的现状进行调查,主要是从职教集团的组织结构、协调机制、动力机制、资源共享机制以及保障机制几个方面进行介绍的。我省职业教育集团不断发展壮大,但同时在运行机制方面也存在许多问题和困难,主要是从政府协调层面、集团内部层面以及校企合作的层面来进行分析的。 第四部分选取国内发展较好的职业教育集团,,例如江苏模式、河南模式等,分析集团的章程以及组建方案,并找出这些职业教育集团在运行机制上有何独特的经验。良好的发展离不开吸收和借鉴,本章节从四个方面对其他职业教育集团的运行机制进行分析,一是以本地区经济特色为立足点;二是政府政策、资金落实到位;三是集团组织结构完善客观;四是充分调动企业积极性,并给予实质性权利。 最后一部分综合了核心概念、理论基础、辽宁省职教集团运行机制现状问题、国内职教集团的经验借鉴的基础上,为了更加完善本省职业教育集团的运行机制,发展职业教育事业,从政府的视角、企业的视角以及职业教育集团内部机制的视角提出了构建我省职业教育集团运行机制的策略建议来指导实践。
[Abstract]:The establishment of vocational education group is an effective organizational form to promote the reform of vocational education system mechanism and the mode of running a school. It is also the realization of vocational education and industrial park in our province, the sharing of industry and enterprise resources, and the promotion of complementary advantages between schools and enterprises. To accelerate the cultivation of skilled and applied talents, to strengthen the all-round cooperation among industrial parks, industries, enterprises and vocational colleges, and to optimize the allocation of vocational education resources, To improve the overall level of vocational colleges and universities to ensure that the strength of the school. This study attempts to investigate the operating mechanism of typical vocational education groups in Liaoning Province, understand the development of vocational education groups in Liaoning Province, and summarize the typical characteristics and problems of the operation mechanism of vocational education groups in our province. According to the analysis of the causes of these problems, combined with the current external economic and political situation, some constructive strategic analysis. In addition to the introduction this study is divided into four chapters. The second part mainly studies the theoretical basis of vocational education group and selects the triple helix theory to analyze the operation of vocational education group. Vocational education group is the product of the integration of vocational education and enterprise resources, the inevitable choice for vocational colleges to seek development in the market economy, the attempt to construct modern vocational education system, and the product of promoting the reform of education system. The triple helix theory is a logical way to integrate the economic content into the pedagogy. The three entities of this theory refer to the government, the university and the enterprise respectively in the vocational education group. The three entities influence each other and make use of the market demand. The formation of trilateral network and mixed tissue, forming a "triple helix" relationship. The third part investigates the current situation of the operation mechanism of Liaoning vocational education group, mainly from the organizational structure, coordination mechanism, power mechanism, resource sharing mechanism and guarantee mechanism of vocational education group. Our province vocational education group develops unceasingly, but at the same time there are many problems and difficulties in the operation mechanism, mainly from the government coordination level, the group internal level and the school enterprise cooperation stratification plane carries on the analysis. In the fourth part, we choose the better developing vocational education groups in China, such as Jiangsu model, Henan model and so on, analyze the constitution of the group and set up the scheme, and find out the unique experience of these vocational education groups in the operation mechanism. Good development can not be separated from absorption and reference, this chapter from four aspects of other vocational education groups operating mechanism analysis, the first is based on the economic characteristics of the region, second, government policies, the implementation of funds in place; Third, the group organization structure is perfect and objective; fourth, fully mobilize the enthusiasm of enterprises, and give substantive rights. The last part synthesizes the core concept, the theory foundation, the present situation of Liaoning vocational education group's operation mechanism, the domestic vocational education group's experience, in order to perfect the province's vocational education group's operation mechanism, From the perspective of government, enterprise and the internal mechanism of vocational education group, this paper puts forward some suggestions to guide the practice from the perspective of government, enterprise and internal mechanism of vocational education group.
