职业教育公私伙伴关系的实践与反思——基于河南省县域职业教育改革的案例分析

【摘要】：基于国际上对教育PPP模式的理解和国内职业教育改革所面临的主要矛盾,文章总结了模块式外包、专业层面的整体式外包和公办职业院校改制三类重要的职业教育PPP模式。随后,选取河南省县域职业教育PPP的典型案例,对比分析了各案例中的社会合作者、合作的主要内容、合作后的运营情况。研究表明,选择何种模式的PPP,很大程度上取决于当地公办职业院校办好职业教育所欠缺的要素。专业层面的PPP,风险相对较小,运用妥当成效显著。改制过程中所存在的风险已经在PPP实践中得到了充分暴露,有必要在职业教育PPP的顶层设计中考虑建立"防火墙"机制。最后,针对职业教育PPP的顶层设计,文章给出了相应的政策建议。
[Abstract]:Based on the international understanding of the educational PPP model and the main contradiction faced by the domestic vocational education reform, this paper summarizes three important vocational education PPP models: modular outsourcing, monolithic outsourcing at the professional level and the restructuring of public vocational colleges and universities. Then, the typical case of county vocational education PPP in Henan province is selected, and the social collaborators, the main contents of cooperation and the operation after cooperation are compared and analyzed. The research shows that the choice of PPPs depends to a great extent on the elements lacking in the local public vocational colleges and universities to do well in vocational education. Professional level PPP, the risk is relatively small, the appropriate use of significant results. The risks in the process of reform have been fully exposed in the practice of PPP. It is necessary to consider the establishment of "firewall" mechanism in the top-level design of PPP of vocational education. Finally, according to the top level design of vocational education PPP, the article gives the corresponding policy suggestions.
