我国高职院校社会评价制度研究

【摘要】:教育质量是高职院校的生存之本,近年来质量评价研究也逐渐受到学者的关注。评价是提升高职院校办学质量的重要手段和途径,是保障高等职业教育质量的一项基础性工作,对于调整教育体系、提高教育质量和办学效益、发展高职教育事业具有十分重要的意义。《国务院关于加快发展现代职业教育的决定》等相关政策的出台为高职院校社会评价制度的建立提供了政策依据。本文选取我国高职院校为研究对象,运用文献研究法,问卷调查法,实地考察法,比较分析法等方法分析了高职院校社会评价制度的内涵、现状、成因及对策方面的内容。运用社会评价论和经济学利益相关者理论,阐述了高职院校社会评价制度产生的理论依据,从内部动力与外部动力两方面解释了其产生的原因。同时介绍西方国家高职教育评价模式,以及其社会评价机构的兴起、发展和运作过程,对其经验进行总结。运用问卷调查法对高职院校社会评价制度发展现状和企业对高职教育质量满意度进行调查,利用计算机统计类软件分析调研数据,使评价信息的结果具有更高的可信度,同时节约评价成本,完善了教育质量评价体系。调查结果发现,当前我国高职院校院实行的评价制度存在一定问题,企业用人单位对高职院校培养人才满意度不高,评价指标体系存在的问题,评估内容之间缺乏整体优化性,缺乏职教特色,评价主体过于单一等。究其原因是因为我国高职教育评价制度不健全,制度设计缺乏合理性,评价过程缺乏监督,导致评价结果的公正性出现偏差。针对现阶段我国高职评价出现的问题,提出以下改进策略。第一,完善法律制度建设,加强立法为社会评价提供法律保障和约束;第二,政府部门简政放权,通过财政拨款为社会评价提供资助,帮助社会评价机构进行人员培训;第三,不断完善评价指标,设置体现职业性与前瞻性,同时运用大数据,互联网+,数据挖掘等方法创新评价方法;第四,重视专家队伍建设,加强教育评价社会中介组织建设等;第五,建立有效监督机制,增加评价过程法透明度;建立网络公示平台,公布科学高职排行榜等。以期对完善健全我国高职教育评价体系有所裨益。
[Abstract]:The quality of education is the basis for the survival of higher vocational colleges. In recent years, the research on quality evaluation has gradually attracted the attention of scholars. Evaluation is an important means and way to improve the quality of higher vocational schools. It is a basic work to ensure the quality of higher vocational education. It is also a basic work to ensure the quality of higher vocational education. It also develops higher vocational education for the adjustment of the educational system, the improvement of the quality of education and the benefit of running a school. It is of great significance for the development of education. The relevant policies, such as the decision of the State Council on accelerating the development of modern vocational education, have provided the policy basis for the establishment of the social evaluation system in higher vocational colleges. This article selects the higher vocational colleges as the research object, using the literature research method, the questionnaire survey method, the field investigation method, the comparative analysis method and so on. Methods the connotation, status, causes and Countermeasures of the social evaluation system in higher vocational colleges were analyzed. The theoretical basis of the social evaluation system in higher vocational colleges was expounded by using the social evaluation theory and the theory of economic stakeholder. The reasons were explained from the two sides of internal power and external power. The evaluation model of home higher vocational education, as well as the rise, development and operation of its social evaluation institution, summarizes its experience, and investigates the status of the development of the social evaluation system in Higher Vocational Colleges and the satisfaction of the enterprises on the quality of higher vocational education by using the questionnaire survey method, and analyses the data by using the computer statistics software to make the evaluation information. The results have higher credibility, at the same time save the cost of evaluation and improve the evaluation system of education quality. The result of the survey found that there are some problems in the evaluation system practiced by higher vocational colleges in our country at present. The reason is that the evaluation system of higher vocational education is not sound, the system design is not reasonable, the evaluation process is lack of supervision, and the impartiality of evaluation results is deviant. The following improvement strategies are put forward to the problems of higher vocational evaluation in China at present. The first, Perfecting the legal system construction, strengthen the legislation to provide legal protection and social constraint evaluation; second, decentralization of government funding for social evaluation, through funding, help social evaluation institutions and personnel training; third, improving the evaluation index set, reflect the occupation and forward-looking, at the same time, the use of big data, Internet plus Fourth, pay attention to the construction of expert team, strengthen the construction of educational evaluation social intermediary organizations, and so on. Fifth, establish an effective supervision mechanism, increase the transparency of the evaluation process law, establish a network public platform and publish the ranking list of scientific higher vocational education, in order to improve the evaluation system of Higher Vocational Education in our country.
