地市级政府统筹职业教育发展评价体系的构建和实证分析

【摘要】：地市级政府负有对区域内职业教育进行统筹规划与管理的职责。本文为方便省级政府对地市级政府统筹职业教育发展工作进行科学有效的评价,在充分调研的基础上,构建了评价指标体系,然后对指标的内涵进行了解析说明。最后以山东省的四个地市为例,采用专家评价的方式对评价指标体系权重系数进行了确定,并通过层次分析法,对地市级政府统筹职业教育发展情况进行了实证研究和综合评价,分析了评价结果,提出了相关建议。
[Abstract]:Prefectural governments are responsible for the overall planning and management of vocational education in the region. In order to facilitate the provincial government to carry on the scientific and effective evaluation to the prefectural and municipal government as a whole, on the basis of full investigation, this paper constructs the evaluation index system, and then explains the connotation of the index. Finally, taking four cities in Shandong Province as an example, the weight coefficient of evaluation index system is determined by expert evaluation, and the analytic hierarchy process (AHP) is used to determine the weight coefficient of the evaluation index system. This paper makes an empirical study and comprehensive evaluation on the development of vocational education coordinated by prefectural and municipal governments, analyzes the evaluation results and puts forward some relevant suggestions.
