政府主导下的中职教育校企合作机制研究

【摘要】:中职教育校企合作是指中职学校为了谋求自身发展,有针对性地为企业培养实用型人才的一种行动模式。它是一种以市场和社会需求为导向的运行机制,是学校和企业双方共同参与人才培养的过程。 中职教育校企合作作为一种双赢的合作形式,早已被理论界所认可和实践所检验。一方面,校企合作是中等职业学校生存发展不可或缺的基础条件,是中职教育改革的力量源泉。另一方面,中职学校拥有专业师资和教学设备,能为企业提供科学的理论指导,促进企业专家型人才建设。中职学校和企业在合作的过程中,校企双方往往只重视双方主体本身的作用,而忽视了居于二者之上的第三方——政府的职能。市场调节作用的有限性也需要政府这双“有形的手”来发挥主导作用,积极参与中职教育校企合作,做出有效的制度安排,构建中职教育校企合作的长效机制,使校企合作向纵深方向发展。 本研究遵循发现问题、分析问题和解决问题的研究思路,主要通过下列四个部分进行结构布局: 第一部分介绍了中职教育校企合作的研究背景,阐述了政府主导下中职教育校企合作机制的研究价值,从理论和实践两方面探讨本研究的意义,并对学者和专家们的既有研究成果进行了梳理,为笔者的后续分析奠定基础。 第二部分主要对当前我国中职教育校企合作存在的主要问题进行总结归纳,问题主要包括中职教育校企合作不够深入以及政府在校企合作中的作用不够突出两大方面。 第三部分着重分析中职教育校企合作中存在问题的原因,主要有县域经济本身发展落后的制约、校企双方对校企合作缺乏正确认识、中职学校与企业缺乏有机耦合、政府对中职教育校企合作重视不够等四个方面。 第四部分初步探讨了政府主导下的中职教育校企合作机制的构建,主要界定了政府主导下的中职教育校企合作机制的内涵,阐明了政府主导的中职教育校企合作的原则和职能,并对政府主导的中职教育校企合作的基本形式进行了初步探析,旨在构建符合我国国情的政府主导的中职教育校企合作机制。
[Abstract]:School-enterprise cooperation in secondary vocational education refers to a mode of action which aims at cultivating practical talents for enterprises in order to seek for their own development. It is a market and social demand oriented operation mechanism, and it is a process in which both schools and enterprises participate in the training of talents. School-enterprise cooperation in secondary vocational education, as a win-win cooperation form, has long been recognized and tested by the theoretical circle. On the one hand, school-enterprise cooperation is an indispensable basic condition for the survival and development of secondary vocational schools and a source of strength for secondary vocational education reform. On the other hand, secondary vocational schools have professional teachers and teaching equipment, which can provide scientific theoretical guidance for enterprises and promote the construction of enterprise expert talents. In the process of cooperation between secondary vocational schools and enterprises, both schools and enterprises often only attach importance to the role of the main body of the two parties, but neglect the functions of the third party-the government, which is above the two. The limited role of market regulation also requires the government to play a leading role, actively participate in the cooperation of secondary vocational education schools and enterprises, make effective institutional arrangements, and build a long-term mechanism for the cooperation of secondary vocational education schools and enterprises. So that the cooperation between schools and enterprises to the depth of development. This research follows the research ideas of finding problems, analyzing problems and solving problems, and mainly carries on the structure layout through the following four parts: the first part introduces the research background of secondary vocational education cooperation between schools and enterprises. This paper expounds the research value of the school-enterprise cooperation mechanism of secondary vocational education under the guidance of the government, probes into the significance of this research from two aspects of theory and practice, and combs the existing research results of scholars and experts, which lays a foundation for the author's follow-up analysis. The second part summarizes the main problems existing in the cooperation of secondary vocational education schools and enterprises in our country. The main problems include that the cooperation between secondary vocational education schools and enterprises is not deep enough and the role of the government in the cooperation between schools and enterprises is not prominent enough. The third part focuses on the analysis of the problems in the cooperation of secondary vocational education schools and enterprises, including the constraints of the backward development of the county economy, the lack of a correct understanding of the cooperation between schools and enterprises, and the lack of organic coupling between secondary vocational schools and enterprises. The government pays less attention to the cooperation of secondary vocational education schools and enterprises. The fourth part discusses the construction of the school-enterprise cooperation mechanism under the guidance of the government, mainly defines the connotation of the school-enterprise cooperation mechanism under the government guidance, and clarifies the principles and functions of the government-led cooperation between the secondary vocational education school and the enterprise. The paper also makes a preliminary analysis of the basic forms of government-led cooperation between schools and enterprises in secondary vocational education in order to build a government-led cooperation mechanism for secondary vocational schools and enterprises in accordance with the national conditions of our country.
