当前河南省职业教育集团发展过程中的问题与对策研究

【摘要】:20世纪90年代初,伴随职业教育的快速发展,以相关院校与合作企业为主体,以行政区域或行业领域为划分为形式,以相互促进、利益共赢为基本共建原则的职业教育集团也开始在我国应运而生。跨入21世纪以后,随着国家发出大力发展职业教育的号召,特别是2005年全国职教会上《国务院关于大力发展职业教育的决定》进一步提出要“推动公办职业学校资源整合和重组、走规模化、集团化、连锁化办学的路子”,职业教育集团的发展更是态势强劲,几乎各省区都出现了各种不同类型的职业教育集团。目前,北京、上海、天津、河南、广东等多个省市职业教育集团数量和规模发展均呈现良好势态,而河南省凭借职业教育发展的独有特色受到了教育部的高度评价。 本论文就职业教育集团建设情况进行研究,通过对河南省内的职业教育集团建设进行调查、对比,提出符合科学发展观和实际情况的建设发展的观点,为集团科学化发展提供理论支持。 通过调查发现职业教育的规模化、连锁化的办学理念已深入人心,极大的提高了集团学校和企业的知名度,校校合作、校企合作的模式不断创新,推进了职业教育更好地为社会服务。 经过研究,职业教育集团成员单位的深度合作和共赢互利要想实现,集团的各个相关利益方均必须积极起来,找到能够实际合作的切入点,扮演好自己的角色,只有共同努力才能实现利益的最大化。政府在集团化发展过程中的作用,决不能因市场导向而弱化。政府在集团化办学的过程中,,始终具有基础性和先导性的作用,但这种作用应有别于以往的作用模式,政府和主管部门应当更多地在促进职业学校增强市场意识,健全内部适应市场的机制,增强职业学校参与市场的实力和能力以及有效地促进职业学校间的合作等方面发挥更大的作用。在职业教集团的平台上:企业不能只注重眼前利益,要有长远规划。企业要有主动合作的愿望。这是校企合作共建职业教育集团朝纵深发展的重要条件。校企合作前提是你情我愿,不能“剃头挑子一头热”。校企合作组建职业教育集团要努力实现校企双方共赢,这是校企合作的基本点。企业以追求盈利为目的,校企合作共建职业教育集团不能建立在“支持教育”、“热心公益”的基点之上。而是要寻求“双赢”的基点,优势互补、互助互利。而企业的资金、设备投入也应该至少可以得到相应的各种回报,学校应该积极了解企业所需,主动调整课程体系,开发新专业,急企业用人所需,量体裁衣,这样不仅提高企业的参与热情,还可以争取更多的企业支持。在校企合作的道路上,应该引入“校企一体化”的理念,将原来浅层次的“校企合作”升级到“校企共同体”。突破浅层次的校企合作,它由“两家”的“合作”走向了“一家”的“一体”,形成共同愿景、共构组织、共同建设、共同管理、共享成果、共担风险,只有这样才能达到校企合作的理想状态,进而能帮助集团实现良性运作,真正实现集团各相关利益方互利共赢的目的。
[Abstract]:In the early 1990s, along with the rapid development of Vocational education, the vocational education group, which takes the relevant colleges and cooperative enterprises as the main body, divides into administrative regions or trade fields, promotes each other, and takes the principle of mutual benefit and win-win as the basic principle of co-construction, began to emerge in China. After entering the 21st century, along with the country launched a vigorous development of posts. The call for Vocational education, especially the decision of the State Council on the vigorous development of vocational education made by the National Vocational Church in 2005, further put forward the idea of "promoting the integration and reorganization of resources in public vocational schools, taking the path of large-scale, collectivization and chain-running". The development of vocational education groups is even more vigorous, and almost all provinces and autonomous regions have appeared. At present, the number and scale of vocational education groups in Beijing, Shanghai, Tianjin, Henan, Guangdong and other provinces and municipalities are developing well. Henan Province has been highly praised by the Ministry of Education for its unique characteristics of vocational education development.
This paper studies the construction of vocational education groups, through the investigation and comparison of the construction of vocational education groups in Henan Province, puts forward the view of construction and development in line with the scientific concept of development and the actual situation, and provides theoretical support for the scientific development of the group.
Through the investigation, it is found that the scale and chain of vocational education have been deeply rooted in the hearts of the people, greatly improving the popularity of the group schools and enterprises, School-School cooperation, school-enterprise cooperation model innovation, and promote vocational education to better serve the community.
Through the study, if we want to realize the deep cooperation and win-win and mutual benefit of the member units of the vocational education group, all the relevant stakeholders of the group must actively find the entry point of practical cooperation and play their role well. Only by joint efforts can we realize the maximization of interests. The role of the government in the process of the development of the group must never be changed. The government has always played a fundamental and leading role in the process of running schools in groups, but this role should be different from the previous mode of action. The government and the competent departments should be more in promoting vocational schools to enhance market awareness, improve the internal mechanism of adapting to the market, and enhance the participation of vocational schools in the market. On the platform of vocational education group, enterprises should not only pay attention to immediate interests, but also have long-term planning. Enterprises should have the desire to cooperate actively. This is an important condition for the cooperation between schools and enterprises to build vocational education groups to develop in depth. The basic point of school-enterprise cooperation is to strive for win-win cooperation between schools and enterprises. Enterprises aim at seeking profits, and school-enterprise cooperation in building vocational education groups can not be based on "supporting education" and "enthusiastic public welfare". In order to seek the basis of "win-win" and complement each other's advantages, the investment of capital and equipment should be at least reciprocated. Schools should actively understand the needs of enterprises, actively adjust the curriculum system, develop new majors, urgently meet the needs of enterprises and tailor their clothes accordingly. This will not only enhance the enthusiasm of enterprises to participate, but also improve their participation. On the road of school-enterprise cooperation, we should introduce the concept of "school-enterprise integration", upgrade the original shallow level of "school-enterprise cooperation" to "school-enterprise community". Breaking through the shallow level of school-enterprise cooperation, it has changed from "cooperation" of "two" to "integration" of "one", forming a common vision and forming a group together. Only in this way can we achieve the ideal state of school-enterprise cooperation, and then help the group to realize the benign operation, and truly achieve the goal of mutual benefit and win-win for all relevant stakeholders of the group.
