职业教育治理的多维价值、原则与发展路向

【摘要】:职业教育由"管理"走向"治理"是实现教育治理现代化的现实要求。在借鉴西方治理理论的基础上,我国职业教育治理必须明确多维价值,为职业教育治理实践提供有效的价值范式。以本土化治理为导向,遵循权责非线性转移原则,进一步明确各主体的权责关系,以多元化权力制衡为基础,形成职业教育多元化治理格局。在此基础上,以治理现代化作为职业教育治理的未来发展路向,适时做好职业教育法律的"破"与"立",推进职业教育治理法律现代化;科学引导职业教育治理结构由"二元"向"三元"转变,促进职业教育治理结构现代化;加快职业教育治理模式改革,实现"管""办""评"相分离,实现职业教育治理模式现代化。
[Abstract]:Vocational education from "management" to "governance" is a practical requirement to realize the modernization of educational governance. On the basis of drawing lessons from the western governance theory, vocational education governance in our country must define the multidimensional value and provide an effective value paradigm for the practice of vocational education governance. Under the guidance of local governance, following the principle of nonlinear transfer of power and responsibility, the relationship between power and responsibility of each subject is further clarified, and the pluralistic governance pattern of vocational education is formed based on pluralistic power checks and balances. On this basis, we should take governance modernization as the future development direction of vocational education governance, do the "break" and "establish" of vocational education law in good time, and promote the modernization of vocational education governance law. To guide the management structure of vocational education scientifically from "duality" to "ternary", to promote the modernization of the governance structure of vocational education, to speed up the reform of the governance mode of vocational education, to realize the separation of "management" and "evaluation", To realize the modernization of vocational education management mode.
