香港职业教育体系研究

【摘要】:据以往发达国家的职业教育发展经验,在现代社会的职业教育发展的过程中,必须建设一个现代性的职业教育体系。经过多年的积累和发展,香港目前已建设成了独具特色的职业教育体系,通过笔者对体系基本构成和特点的研究,可为未来内地的职业教育体系建设提供一些借鉴。论文主体分为六个部分。第一部分阐述香港职业教育体系的发展演变和构建阶段,并从它的历史演变中,归纳总结得出香港职业教育体系的基本构成:能力体系、教育机构管理、课程体系和内外保障,构成了论文第二、三、四、五部分内容。香港职业教育的能力体系由资历框架的七级通用标准、学术资历评审局开发的行业间《通用能力标准说明》以及各行业委员会开发的《行业能力标准说明》三部分内容组成,它们共同体现了香港职业教育以能力为本的基本特征。香港职业训练局下辖的13所院校和香港雇员再培训局组织的各类培训中心,占据了香港职业教育规模的绝大部分,它们的管理架构和领导组织集中体现了香港职业教育的管理水平和特色。以能力标准和机构组织为前提,香港职业教育课程体系由以能力为本课程为课程内容、职业训练局的中三全日制和中六全日制以及雇员再培训局短期课程为主要的课程组织形式。香港职业教育体系的保障由内部保障和外部保障共同组成。内部保障有课程评核、师资保障、技能检测认证以及全人教育理念等,体系的外部保障有评审局的新资历审核、各种法律条例以及各项资金支持等。在第二、三、四、五部分的内容基础上,笔者归纳出体系的五个特点:统一的资历架构、紧密联系市场行业以及有效的院校组织管理等。最后根据体系的特点,并对照《现代职业教育体系规划(2014-2020)》文件中的建设任务,提出了对未来内地体系建设的五个启示。
[Abstract]:According to the experience of vocational education development in developed countries in the past, a modern vocational education system must be built in the course of the development of vocational education in modern society. After years of accumulation and development, Hong Kong has been built into a unique vocational education system. Through the author's research on the basic structure and characteristics of the system, it can provide some reference for the future construction of the vocational education system in the mainland. The main body of the thesis is divided into six parts. The first part describes the evolution and construction stage of Hong Kong's vocational education system, and from its historical evolution, summarizes and concludes the basic composition of Hong Kong's vocational education system: ability system, educational institution management, curriculum system and internal and external security. Constitute the second, third, fourth and fifth parts of the paper. The competency system of vocational education in Hong Kong consists of three parts, namely, the seven-level common standards of the qualification framework, the Intersectoral description of General competency Standards developed by the academic qualification Appraisal Council and the description of Industry competency Standards developed by various trade committees. Together, they embody the basic characteristics of Hong Kong's vocational education based on competence. The 13 institutions under the jurisdiction of the Hong Kong Vocational training Council and the various training centres organized by the Hong Kong employees retraining Board account for the vast majority of the scale of vocational education in Hong Kong. Their management structure and leadership structure reflect the management level and characteristics of vocational education in Hong Kong. On the premise of competency standards and organizational organization, the curriculum system of vocational education in Hong Kong consists of competency-based courses, The VTC's Secondary 3 and 6 full-time programmes and the employees retraining Board's short-term courses are the main forms of course organization. The protection of Hong Kong's vocational education system consists of both internal and external safeguards. Internal safeguards include course assessment, teacher security, skills testing and certification, and the concept of full-person education. The external safeguards of the system include the new qualification audit of the accreditation council, various laws and regulations, and various financial support On the basis of the content of the second, third, fourth and fifth parts, the author concludes five characteristics of the system: unified seniority structure, close connection with the market industry and effective college organization and management. Finally, according to the characteristics of the system and the construction tasks in the document "Modern Vocational Education system Planning (2014-2020)", this paper puts forward five inspirations for the future construction of the inland system.
