县级职教中心投资问题研究

【摘要】：县级职教中心是我国职业教育的重要组成部分，是我国农村职业教育的主要承办者。其发展对我国解决“三农问题”，促进农村剩余劳动力转移以及缩小城乡差距都具有极大的推动作用。资金上的短缺，是我们这个人口大国发展教育的首要制约因素。而在教育投资领域，职业教育相对于普通教育的劣势，农村地区相对于城市地区的劣势，都使县级职教中心成为了资金短缺的“重灾区”。因此，对县级职教中心投资问题的研究，显得尤为重要。本文主要选取河北省一些县级职教中心作为调查对象，对其投资现状进行调查，，进而对表现出的普遍性问题进行归纳，然后再对投资主体的动机及影响其投资的因素进行分析，在此基础上提出对我国县级职教中心投资的优化建议与对策。全文共分为四章，各章节主要内容如下：第一章绪论部分，主要是对本论文的研究做一下总要性说明。主要阐述了本文的研究背景、研究目的与意义；对相关研究成果进行综述；以及本文的主要研究思路与研究方法。第二章县级职教中心投资现状调查。本章主要对所调查学校的数据进行统计归纳，描述县级职教中心的投资现状。第三章县级职教中心投资主体行为分析。通过调查数据，归纳各主体投资行为中存在的问题，进一步从经济学、社会学角度对三大投资主体的投资动机以及影响投资的因素进行分析，探索出现问题的原因。第四章优化县级职教中心投资的对策与建议。本章主要从优化投资环境，强化政府投资的主导地位及不断拓宽投资渠道三方面提出优化县级职教中心投资的对策与建议。
[Abstract]:County-level vocational education center is an important part of vocational education in our country and the main contractor of rural vocational education in our country. Its development plays a great role in solving the "three rural problems", promoting the transfer of rural surplus labor force and narrowing the gap between urban and rural areas. The shortage of funds is the primary constraint to the development of education in our populous country. In the field of education investment, the inferiority of vocational education relative to general education and the inferiority of rural areas relative to urban areas all make the county vocational education center a "disaster area" with shortage of funds. Therefore, it is very important to study the investment of vocational education center at county level. This paper mainly selects some vocational education centers at county level in Hebei province as the investigation object, investigates the present investment situation, and then sums up the general problems, and then analyzes the motivation of the investment subject and the factors that affect the investment. On this basis, the paper puts forward some suggestions and countermeasures to optimize the investment of vocational education centers at county level in China. The full text is divided into four chapters, the main content of each chapter is as follows: the first chapter is the introduction part, mainly to the research of this paper to do a general explanation. This paper mainly describes the research background, purpose and significance of the study; the related research results are summarized; and the main research ideas and research methods. The second chapter is an investigation of the investment status of vocational education centers at the county level. This chapter mainly summarizes the data of the investigated schools and describes the investment status of the county vocational education center. The third chapter analyzes the behavior of investment subject of county vocational education center. Through the investigation data, this paper sums up the problems existing in the investment behavior of each subject, further analyzes the investment motivation of the three major investment subjects and the factors affecting the investment from the angle of economics and sociology, and probes into the causes of the problems. The fourth chapter optimizes the county-level vocational education center investment countermeasure and the suggestion. This chapter puts forward the countermeasures and suggestions to optimize the investment of vocational education center at county level from three aspects: optimizing the investment environment, strengthening the leading position of government investment and widening the investment channel.
