基于区域视角的湖南职教师资培训政策分析

【摘要】:职业教育师资培训是当前公共教育政策的重要议题。目前存在国家层面的职业教育师资培训政策与省级职业教育师资培训政策这两种政策类型,这两者是密切相关的,往往国家层面的政策要转化为省级层面的区域性政策。职业教育师资培训政策具有鲜明的区域性,区域是审视职业教育师资培训政策的重要视角。本文围绕湖南省职业教育师资培训政策的区域背景、区域实施、区域困境和区域效应等四个问题展开,具体的研究结论和形成的基本观点如下。 湖南省职业教育师资培训政策是在新型工业化、教育强省、教育信息化等区域背景下来出台的。湖南职业教育师资培养政策的实施是一种区域化的实施,具体的内容包括:职业院校专业教师培训计划,专业教师企业实践计划,兼职教师队伍建设推进计划,培训体系建设计划等。从目前的情况来看,湖南职业教育师资培训政策仍然面临某种困境,这种困境也是带有区域性的,如企业的缺位、教师的抵触、地区的失职等,这背后隐藏着复杂的原因。困境的摆脱需要提高政策的执行力,湖南职业教育师资培训政策表现出一定的区域价值,产生了较为明显的区域效应,如促进师资培训制度化,重构师资培训的内容,探索教师企业培训模式,促进培训机构建设等。
[Abstract]:Teacher training in vocational education is an important issue in the current public education policy. At present, there are two types of policies: the policy of vocational education teacher training at the national level and the policy of provincial vocational education teacher training, which are closely related to each other, and often the policies at the national level should be transformed into the regional policy at the provincial level. The policy of teacher training in vocational education has a distinct region, and the region is an important perspective to examine the policy of teacher training in vocational education. This paper focuses on the regional background, regional implementation, regional predicament and regional effect of vocational education teacher training policy in Hunan Province. the specific research conclusions and the basic views formed are as follows. The policy of vocational education teacher training in Hunan Province is introduced under the regional background of new industrialization, strong education province, educational informatization and so on. The implementation of Hunan vocational education teacher training policy is a kind of regional implementation, the specific contents include: vocational colleges and universities professional teacher training plan, professional teacher enterprise practice plan, part-time teacher team construction promotion plan, Training system construction plan, etc. From the current situation, Hunan vocational education teacher training policy is still facing a certain dilemma, this dilemma is also with regional, such as the absence of enterprises, teacher resistance, regional dereliction of duty and so on, which is hidden behind the complex reasons. To get rid of the predicament, we need to improve the implementation of the policy. Hunan vocational education teacher training policy shows a certain regional value, resulting in more obvious regional effects, such as promoting the institutionalization of teacher training and reconstructing the content of teacher training. Explore the teacher enterprise training model, promote the construction of training institutions and so on.
