北京市示范幼儿园评估制度研究

【摘要】：示范性幼儿园制度是教育行政部门评定示范园,并通过其示范作用的发挥带动其他幼儿园发展,从而提升幼教整体质量的一项制度。评定示范幼儿园对幼儿园教育事业的发展、对幼儿园保育教育水平的提高、对教师专业水平的发展有一定的作用。通过示范幼儿园在保育、教学、教研、管理等维度的示范作用,非示范幼儿园也能逐渐有所提高。但是在示范园评估过程中也存在着扩大教育不公、加大园所教师工作压力、打乱幼儿正常学习秩序等方面的消极影响。为了探究示范幼儿园评估制度的利弊,了解评估工作的详细流程,探知评估制度对相应园所幼儿、教师及其它园所的影响,探索评估标准、评估过程的适宜性,进行本次研究。本研究在分析北京市示范幼儿园验收标准的基础上,对北京市12名示范幼儿园园长、业务干部进行访谈,并对80名示范幼儿园的教师进行了问卷调查。研究发现,示范园制度在推行的过程中存在着一些问题:评估标准不合理;评估过程不够严谨;评估方式单一;评估工作对园所教师、幼儿、家长造成不利影响;评估制度对幼儿教育公平造成冲击等。为了完善评估制度,减少评估制度对准示范园本身及其他幼儿园的不良影响,提出如下建议:改变一锤定音的评价体制、引入第三方评价机构、完善示范幼儿园评估标准、改进示范幼儿园评估流程、监督示范园示范作用的发挥情况、理性看待示范幼儿园评估工作、关注教育公平问题等。
[Abstract]:The model kindergarten system is a system for the educational administrative department to evaluate the demonstration garden, and to promote the development of other kindergartens through its demonstration function, thus to improve the overall quality of kindergarten education, and to evaluate the development of the kindergarten education in the model kindergarten. The improvement of nursery education level and the development of teachers' professional level have a certain effect on the development of teachers' professional level. Through the demonstration role of model kindergartens in the dimensions of conservation, teaching, teaching and research, management, etc. Non-model kindergartens can also gradually improve. However, in the evaluation process of the demonstration garden, there is also a widening of educational injustice, increasing the work pressure of teachers in the garden. In order to explore the advantages and disadvantages of the evaluation system of the model kindergarten, to understand the detailed process of the evaluation work, and to find out the impact of the evaluation system on the children, teachers and other institutions in the corresponding kindergartens, Based on the analysis of the acceptance criteria of Beijing Model Kindergarten, this study interviewed 12 kindergarten directors and business cadres in Beijing. A questionnaire survey was conducted among 80 teachers of the model kindergarten. The study found that there are some problems in the implementation of the model garden system: unreasonable evaluation standard, insufficient rigorous evaluation process, single evaluation method, and so on. In order to perfect the evaluation system and reduce the adverse impact of the evaluation system on the demonstration garden itself and other kindergartens, the evaluation work has a negative impact on the teachers, children and parents of the garden, and the impact of the evaluation system on the equity of early childhood education. The following suggestions are put forward as follows: changing the evaluation system, introducing third-party evaluation institutions, perfecting the evaluation standard of model kindergartens, improving the evaluation process of model kindergartens, and supervising the demonstration function of demonstration gardens. Rational view model kindergarten evaluation work, pay attention to the issue of education equity and so on.
