省级统筹、治薄扶弱,推动学前教育事业快速发展——辽宁省政府促进学前教育事业发展的政策举措分析

【摘要】:以政府为主导大力推进学前教育普及是当前我国学前教育事业改革与发展的战略方针。近年来,辽宁省充分认识到学前教育的战略地位及其重大价值,确立了政府主导、治薄扶弱的宏观发展思路,通过明确将学前教育列入经济社会与教育发展总体规划、建立高层次强力度的政策保障体系、优先大力推进农村学前教育、督政与督学相结合、创新督导评估体制等重大政策举措,有力推动了全省学前教育事业发展,其经验对我国其他地区学前教育事业改革与发展具有重要的启示意义与借鉴价值。
[Abstract]:Promoting the popularization of preschool education under the guidance of the government is the strategic policy for the reform and development of preschool education in China. In recent years, Liaoning Province has fully realized the strategic position of preschool education and its great value, and has established the macro-development thinking of government leading and helping the weak by explicitly including preschool education in the overall plan of economic, social and educational development. Establishing a high level and strong policy guarantee system, giving priority to promoting pre-school education in rural areas, combining supervision and administration with school supervision, innovating the system of supervision and evaluation, and so on, have contributed to the development of preschool education in the whole province. Its experience has important enlightenment significance and reference value to the reform and development of preschool education in other regions of China.
