包头市农村学前教育发展现状与对策研究

【摘要】:学龄前阶段是人生发展的成型和基础时期,良好的学前教育对促进身体发育、心智养成具有很大的推动作用。大力发展学前教育对促进儿童全面健康发展,提升教育发展水平,提高大众综合素质,实现全面建成小康社会的奋斗目标具有重要意义。进入新时期以来,我国学前教育事业发展呈现出良好的发展态势,大部分城区已基本满足了适龄儿童的入园需求,许多农村通过多种实现形式,为学龄前儿童提供了良好的接受学前教育机会。但是,学前教育总体水平还不高,地区之间、城乡之间发展不平衡,学前教育事业发展水平与经济社会发展水平和大众需求还不相适应,尤其是农村学前教育的供需矛盾显得更加突出。从包头市来讲,在市委、市政府的正确领导下,在社会力量的广泛参与下,在各级教育机构和广大幼教工作者的不懈努力下,全市学前教育质量、规模以及适龄儿童受教育率不断提高,学前教育事业稳步发展。近年来,全市经济体量不断扩大,城镇化进程不断加快,城镇居民人均可支配收入和农牧民人均纯收入不断提升,群众对学前教育,特别是优质学前教育资源的需求也不断扩大。但是,从实际情况看,学前教育事业的发展明显滞后于经济社会的发展速度,农村学前教育更是一块全市学前教育的一块“短板”。本文首先在学习、借鉴前人研究成果的基础上,综述了国内外关于学前教育研究的现状,阐述了国内学前教育发展演变和国外学前教育发展对我国的启示。同时,以包头市农村学前教育事业发展实际为例,分析了包头市农村学前教育的基本情况和存在形式,找出了基础设施落后、教师队伍薄弱、经费投入不足、办园水平不高等四个方面的存在问题;分析了重视程度不高、扶持资金不足、政策扶持不够、督导体系不全等四个方面存在问题的原因;提出了注重规划、统筹推进基础设施建设,注重政策、优先保障学前教育发展,注重师资、着力夯实保教质量基础,注重管理、切实规范教育教学行为,注重创新、广泛动员社会力量参与,注重共建、全面提升学前教育水平等六个方面的发展对策,以期对有关部门在制定发展规划、出台扶持政策、完善创新措施提供必要的参考,同时力求对全国其他地区在推动农村学前教育事业发展工作中时提供有益的借鉴。
[Abstract]:Preschool stage is the forming and foundation period of life development. Good preschool education plays an important role in promoting physical development and mental development. The development of preschool education is of great significance to promote the healthy development of children, improve the level of educational development, improve the comprehensive quality of the public, and achieve the goal of building a well-off society in an all-round way. Since entering the new era, the development of preschool education in China has shown a good development trend, most of the urban areas have basically met the needs of school-age children to enter the garden, many rural areas through a variety of forms of realization, It provides a good opportunity for pre-school children to receive pre-school education. However, the overall level of preschool education is still not high, the development between regions and between urban and rural areas is not balanced, and the level of development of pre-school education is not commensurate with the level of economic and social development and the needs of the public. Especially the contradiction between supply and demand of rural preschool education is more prominent. As far as Baotou City is concerned, under the correct leadership of the municipal party committee and municipal government, with the extensive participation of social forces, with the unremitting efforts of educational institutions at all levels and with the unremitting efforts of the vast number of preschool education workers, the quality of preschool education in the whole city has been achieved. The scale and the rate of education for children of school age are increasing, and the cause of preschool education is developing steadily. In recent years, the economic volume of the whole city has been continuously expanded, the process of urbanization has been speeding up, the per capita disposable income of urban residents and the per capita net income of farmers and herdsmen have been continuously increased, In particular, the demand for high-quality pre-school education resources is also expanding. However, from the actual situation, the development of preschool education obviously lags behind the speed of economic and social development, and rural pre-school education is a "short board" of pre-school education in the whole city. This paper firstly summarizes the current situation of pre-school education research at home and abroad on the basis of learning and drawing lessons from previous research results, and expounds the evolution of pre-school education in China and the enlightenment of pre-school education development abroad to our country. At the same time, taking the actual development of rural preschool education in Baotou city as an example, this paper analyzes the basic situation and existing forms of rural preschool education in Baotou city, finds out that the infrastructure is backward, the teaching staff is weak, and the funds are insufficient. The problems in four aspects, such as the low level of running the garden, the lack of support fund, the insufficient policy support, the incomplete supervision system, etc., are analyzed. To promote infrastructure construction as a whole, pay attention to policies, give priority to ensuring the development of pre-school education, pay attention to teachers, lay stress on strengthening the foundation for the quality of education, pay attention to management, effectively standardize educational and teaching behaviors, pay attention to innovation, and extensively mobilize social forces to participate. We should pay attention to co-construction and comprehensively raise the level of pre-school education so as to provide necessary references for relevant departments in formulating development plans, issuing supportive policies, and perfecting innovative measures. At the same time, it aims to provide useful reference for other regions of the country in promoting the development of rural preschool education.
