城市贫困家庭早期儿童照顾与教育(ECCE)服务需求及其政策供给研究

【摘要】:20世纪90年代现代工业化与城市化进程加速推进,城市贫困家庭弱势群体显示其日益突出的社会风险。随着社会治理现代化建设不断完善,中国开始逐渐意识到促进贫困家庭的早期儿童照顾与教育(ECCE)发展是切断贫困代际传递的根本途径,也是政府提供基本公共服务的重要内容。基于中国政府致力于缩小社会差别、促进城市融洽发展,促进学前婴幼儿健康与发展社会建设目标,研究贫困家庭儿童早期照顾与教育的现状与问题,关注城市贫困家庭在儿童早期照顾与教育面临的服务需求与相应的教育政策供给,对于破解城市二元制结构难题,缩小社会差别,提高儿童在未来的教育成就、健康水平,获得更公平的社会机会具有积极的现实意义。论文首先考察贫困家庭在儿童早期照顾与教育研究的背景、价值与内容。其次,全面阐释城市贫困家庭ECCE服务需求相关的理论基础与分析框架,为将研究定位于社会的、历史的、当地的以及互动的背景中确立相关理论依据。接下来,从量化分析和质性研究两种研究范式入手,把握现状和深入挖掘本质,全面理解当下我国城市贫困家庭早期儿童照顾与教育需求的基本特征和内在原因。最后,在借鉴西方经验与我国城市贫困家庭ECCE现状和需求基础上,提出系列儿童早期照顾与教育政策供给的合理建议。本研究发展和建构了城市贫困家庭公共服务的以“能力缺失”与“制度排斥”为缘由的需求解释路径,认为我国家庭ECCE发展总体表现为家庭变迁下的深刻影响,儿童看护主体的巨大挑战以及政府公共责任的缺失;需求的具体内容表现为:生存发展能力需求、平等的参与和资源享受的需求以及多元市场服务等公共服务需求。相应地,城市贫困家庭ECCE的公共服务政策供给,应该从建立补偿贫困家庭的教育政策、消除排斥贫困家庭的教育政策、完善贫困家庭“可获得”的公共财政政策以及提升学前教育机构教育质量政策四个方面强化家庭能力建设与弥合教育制度缺失。
[Abstract]:In the 1990s, the process of modern industrialization and urbanization was accelerated, and the disadvantaged groups of urban poor families showed their increasingly prominent social risks. With the continuous improvement of the modernization of social governance, China has gradually realized that promoting the development of early childhood care and education (Ecce) for poor families is the fundamental way to cut off the transmission of poverty from generation to generation, and is also an important content for the government to provide basic public services. Based on the Chinese government's efforts to narrow social disparities, promote harmonious urban development, promote preschool infant health and social development goals, and study the current situation and problems of early childhood care and education in poor families, Paying attention to the demand for services and corresponding educational policies for the early care and education of urban poor families, in order to solve the problem of dualistic structure in cities, narrow social differences, and improve the educational achievements and health of children in the future, Getting a more equitable social opportunity has positive practical significance. This paper first examines the background, value and content of the research on early childhood care and education for poor families. Secondly, the theoretical basis and analytical framework of ECCE service demand of urban poor households are comprehensively explained, and the relevant theoretical basis is established in the context of social, historical, local and interactive research. Next, from the quantitative analysis and qualitative research two research paradigms, grasps the present situation and deeply excavates the essence, comprehensively understands the present our country impoverished family early childhood care and the education need basic characteristic and the intrinsic reason. Finally, based on the experience of western countries and the current situation and demand of Ecce in urban poor families in China, a series of reasonable suggestions on early care and education policy for children are put forward. This research develops and constructs the demand explanation path of the public service of urban poor families based on "lack of ability" and "institutional exclusion", and thinks that the development of family ECCE in China is the profound influence of family changes. The great challenges of child care subjects and the lack of public responsibility of the government; the specific content of the needs are: the need for survival and development ability, equal participation and resource enjoyment, and the demand for public services such as multi-market services. Accordingly, Ecce's public service policy for urban poor families should be provided by establishing educational policies that compensate poor families and eliminate educational policies that exclude poor families. To improve the "accessible" public finance policy of poor families and to improve the quality of pre-school education policy, to strengthen the family capacity building and to bridge the deficiencies of the education system.
