【摘要】：贫困地区的发展之路有很多,但救济扶贫不能解决根本问题,只有产业扶贫才能实现由“输血式”向“造血式”发展。农业科技推广是产业扶贫的重要载体和手段。它既是联系的纽带,又是传导的中枢；既是发展的动力,又是环境的保障。推进产业扶贫,核心环节是构建科学、全面、规范的农业科技推广体系。本研究考察农业科技推广体系现状,调研现行农业科技推广体系与产业扶贫的不相适应之处,着眼角色边缘、被动应战；机构薄弱、人才缺失；模式空乏、手段单一；机制缺失、支持不力；忽视市场、不讲效率等一系列问题,分析了基层政府及市场主体缺乏认识高度、相关政策法规不完善、贫困地区的落后因素与先天不足、农业科技推广体系不健全作用不强、产业扶贫与农业科技推广的结合与协作亟需加强等深层原因,提出建立农业科技推广“新体系”等对策建议,旨在幸农业科技推广体系与产业扶贫相互适应,有效推进贫困地区产业扶贫工作。本文提出构建与产业扶贫相适应的农业科技推广“新体系”的对策建议是：进一步研究贫困地区实情,积极调动基层政府、社会组织、市场主体以及广大群众的方积极性；实现产业扶贫与农业科技推广的完美对接与战略合作；构建较为成熟有效的农业科技推广网络；积极创新产业扶贫中的农业科技推广方式与载体；积极改善贫困地区农业科技推广的外部环境,等等。本课题以衡阳市为研究样本,具有一定的区域参考与实践借鉴意义。

The popularization of agricultural science and technology is an important means of industrial poverty. It is the link, and the central conduction; is not only the driving force of development, and is environmental protection. To promote industrial poverty, the core link is to build a scientific, comprehensive, standardized system of agricultural science and technology extension. This study examines the status of agricultural science and technology extension system, unsuitable research current extension system of agricultural science and technology and industry to help the poor, focus on the role of edge, passive fight; weak institutions, lack of talents; mode Kongfa single means; lack of support; lack of mechanism, ignore the market, a series of problems about the efficiency, analysis of the grass-roots government and the lack of understanding of market main body height, the relevant policies and regulations are not complete Good, poor areas and backward factors congenitally deficient, promotion of agricultural science and technology system is not perfect, the role is not strong, unity and cooperation to industry poverty alleviation and popularization of agricultural science and technology to strengthen the deep reason, proposed the establishment of agricultural science and technology to promote the "new system" and other countermeasures, to honor agricultural science and technology extension system and industrial poverty alleviation to adapt to each other, effectively promote the in poor areas of industrial poverty alleviation. This paper proposes the construction and industrial poverty alleviation to adapt to the promotion of agricultural science and technology "the new system" the countermeasures are: to further study the poverty-stricken areas of the truth, and actively mobilize grass-roots government, social organization, the main body of the market and the masses of enthusiasm; perfect docking and strategic cooperation in poverty alleviation and popularization of agricultural science and technology industry to build a more mature and effective; the promotion of agricultural science and technology innovation network; industry poverty alleviation in agricultural science and technology promotion and support; We should actively improve the external environment of agricultural technology extension in poor areas, etc. this topic takes Hengyang as the research sample, which has certain regional reference and practical significance.
