【摘要】：作为安徽省传统的农业大市,蚌埠市的农业产业结构是否合理直接关系到农业经济能否稳定、快速地增长,新农村建设能否顺利推进和农业可持续发展能否长期达成等重大问题。但是近年来,受到农业产业结构优化不及时、缺乏优化效果等原因的限制,蚌埠市农业产业结构已严重不适应于当前农业发展的长期目标,尤其以随经济发展而仍然单纯依赖于种植业增长而忽略林业、牧业增长为主要体现。农业产业结构不合理导致蚌埠市农业经济已逐渐呈现出被安徽省其他农业城市拉大的趋势。因此本文认为,结合当前的农业发展环境和农业发展目标,对蚌埠市农业结构进行优化,是有利于加快农业合理发展的必要,具有十分重要的意义。本文结合蚌埠市农业产业结构的发展现状和客观实际,并依据2003年至2012年相关数据,对应于农业产业结构优化依据,首先为探究蚌埠市农业产业结构存在的问题,先后以定性分析或举例形式分析了蚌埠市农业产业结构、农业规模化、产业化、财政支农和农业工业化的发展情况；而后运用灰色关联法分析法、比较优势分析法深入分析了蚌埠市农业产业结构、种植业结构的相关情况；最后基于蚌埠市农业产业结构所存在问题和分析结果,结合主要农(副)产品市场供需情况和蚌埠市农业结构优化的优势条件,就如何优化蚌埠市农业产业结构提出切实可行的政策建议。本文的主要观点是：以林、牧业为主导,主攻林业加工业,提高林产品商品率,牧业以扩大牛肉、蛋禽和奶类生产规模为主,提高产业化、规模化水平；结合比较优势和市场供需情况,调整各类种植物的种植面积,并要将蔬菜、瓜果和小麦的种植作为蚌埠市“拳头产品’加以重点扶持。另外,本文还提出要实行规模经营机制创新,建立土地流转中介组织,以及建立财政支农长效机制,推进农产品加工业发展的建议。
[Abstract]:As a traditional agricultural city in Anhui Province, whether the agricultural industrial structure of Bengbu is reasonable or not is directly related to the stability and rapid growth of agricultural economy. Whether the construction of new countryside can be promoted smoothly and whether the sustainable development of agriculture can be achieved over a long period of time, but in recent years, the optimization of agricultural industrial structure is not timely, the lack of optimization results and other reasons. The agricultural industrial structure of Bengbu has not been adapted to the long-term goal of current agricultural development, especially with the development of economy, it still depends on the growth of planting industry and neglects forestry. Animal husbandry growth is the main manifestation. The unreasonable structure of agricultural industry has led to the agricultural economy of Bengbu city has gradually shown the trend of being enlarged by other agricultural cities in Anhui Province. It is necessary to optimize the agricultural structure of Bengbu by combining the current agricultural development environment and agricultural development goal, which is of great significance for speeding up the rational development of agriculture. This paper combines the development situation and objective reality of the agricultural industrial structure in Bengbu, and according to the relevant data from 2003 to 2012, corresponding to the agricultural industrial structure optimization basis. First of all, in order to explore the existing problems of the agricultural industrial structure in Bengbu, the paper analyzes the agricultural industrial structure, agricultural scale and industrialization of Bengbu successively by qualitative analysis or examples. The development of financial support for agriculture and agricultural industrialization; Then the paper analyzes the agricultural structure and planting structure of Bengbu by grey relational analysis and comparative advantage analysis. Finally, based on the existing problems and analysis results of the agricultural industrial structure in Bengbu, combined with the supply and demand situation of the main agricultural (subsidiary) products market and the advantages of optimizing the agricultural structure of Bengbu City. This paper puts forward some feasible policy suggestions on how to optimize the agricultural industrial structure of Bengbu. The main points of view of this paper are as follows: mainly focusing on forestry processing industry, raising the commodity rate of forest products, expanding the production scale of beef, egg and poultry and milk, raising the level of industrialization and scale; Combined with comparative advantage and market supply and demand, we should adjust the planting area of all kinds of plants, and focus on the planting of vegetables, fruits and wheat as the "boxing products" of Bengbu. In addition. The paper also puts forward some suggestions on the innovation of scale management mechanism, the establishment of land circulation intermediary organizations, and the establishment of a long-term mechanism of financial support for agriculture, and the promotion of the development of agricultural products processing industry.
