中国集成电路产业发展与贸易中的问题及提升对策

【摘要】：集成电路产业作为现代信息技术产业的核心,是关乎国家经济安全与国防安全建设的基础性、战略性和先导性产业。加快发展集成电路产业,是提升国家信息安全水平的重要保障,也是推动国家信息技术产业与高端制造业转型升级的根本要求。本文基于国际竞争背景,总结了中国集成电路产业发展与进出口贸易现状,揭示了核心知识产权缺失、产业链各环节缺乏协同、高端芯片依赖进口等主要问题,并从多角度提出了提升中国集成电路产业发展与贸易的对策建议。
[Abstract]:As the core of the modern information technology industry, the integrated circuit industry is the basic, strategic and leading industry related to the national economic security and national defense security construction, and accelerates the development of the integrated circuit industry. It is an important guarantee to improve the level of national information security, and is also the fundamental requirement to promote the transformation and upgrading of national information technology industry and high-end manufacturing industry. This paper is based on the background of international competition. This paper summarizes the current situation of the development of integrated circuit industry and import and export trade in China, and reveals the main problems such as lack of core intellectual property rights, lack of coordination among various links of industrial chain, dependence on import of high-end chips and so on. The countermeasures and suggestions to promote the development and trade of integrated circuit industry in China are put forward from many angles.
