京津冀经济包容性增长分析——基于产业转移驱动力的视角

【摘要】：京津冀协同发展是实现京津冀优势互补、促进环渤海经济区发展、带动北方腹地发展的需要,是重大国家战略。然而,京津冀三地经济发展不同步现象比较突出,利益诉求存在差异,其协同发展的先天条件并不优越,只有包容性地推进京津冀三者中最弱的一方——河北的经济增长,才能更好地将部分京津产业转移到河北,消除三地在产业结构、生活水平、生态环境等方面的巨大落差。也就是说,应通过政策扶持,一方面强化中央和京津两地对转移到河北产业的融资支持;一方面大力发展河北物流产业,增强其对京津两地产业的吸引力;一方面大力推进京津冀公共服务的均等化,推动产业跨区域布局,实现京津冀包容性增长,达到京津冀经济协同发展的目标,这是促进京津冀协同发展的重要突破口。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei is an important national strategy to realize the complementary advantages of Beijing-Tianjin-Hebei, to promote the development of the Bohai Sea Economic Zone and to promote the development of the northern hinterland. The economic development of three places in Beijing, Tianjin and Hebei is not synchronous, and the interest demands are different, and the innate conditions of their coordinated development are not superior. Only by promoting the economic growth of Hebei, the weakest of Beijing-Tianjin-Hebei, can we better transfer some of the Beijing-Tianjin industries to Hebei and eliminate the industrial structure and living standards of the three places. In other words, through the policy support, on the one hand, the central government and Beijing and Tianjin should strengthen the financing support for the transfer to Hebei industry; On the one hand, we should develop the logistics industry in Hebei to enhance its attraction to the industries of Beijing and Tianjin; On the one hand, we should vigorously promote the equalization of public services between Beijing, Tianjin and Hebei, promote the cross-regional distribution of industries, achieve inclusive growth of Beijing, Tianjin and Hebei, and achieve the goal of coordinated economic development between Beijing, Tianjin and Hebei. This is an important breakthrough in promoting the coordinated development of Beijing, Tianjin and Hebei.
