中国演艺产业投融资中的政府行为研究

【摘要】：在演艺产业发展的初级阶段,政府对演艺产业的政策支持,包括税收减免优惠、设立专项资金和政府性基金等行为,可以有效缓解企业发展中面临的融资难问题,帮助优化产业结构,能够为社会资本的进入起到引导和带动作用。在这一过程中,需要明确政府行为的目的,合理利用政策工具,谨防政府投资对社会资本的"挤出效应",谨防企业对政府行为产生过多依赖。随着演艺产业投融资体系逐步走向成熟完善,政府的行为模式和思路需要转变,从直接干预转向间接管理,为投融资市场提供法律体系、制定行为规则、优化市场环境。
[Abstract]:In the early stages of the development of the performing arts industry, the government's policy support for the performing arts industry, including tax relief and concessions, the establishment of special funds and government funds, can effectively alleviate the financing difficulties faced by enterprises in their development. Help optimize the industrial structure, can play a leading and driving role for the entry of social capital. In this process, it is necessary to make clear the purpose of government behavior, make rational use of policy tools, guard against the "crowding-out effect" of government investment on social capital, and prevent enterprises from relying too much on government behavior. With the gradual development of the investment and financing system in the performing arts industry, the government's behavior pattern and thinking need to be changed, from direct intervention to indirect management, to provide a legal system for the investment and financing market, to formulate the rules of conduct, and to optimize the market environment.
