农业与二三产业融合发展研究

【摘要】：2015年2月1日发布的中央一号文件——《关于加大改革创新力度加快农业现代化建设的若干意见》,明确指出了我国农业现代化面临的重大挑战,强调要走一二三产业融合发展的道路,由生产导向转为消费导向,拓展产业形态,以农业产业创新撬动区域发展,带动农业现代化发展的生态文明转型。因此,以农业与二三产业融合发展为导向是实现转型的关键所在。本文对农业与二三产业融合发展的内涵做了阐述,从宏观视角探讨农业与二三产业融合发展的发展背景及对产业创新的意义,同时对比了中国和国外一二三产业融合发展发展的经验：介绍了河南省开封市兰考县南马庄村从一产到与二、三产的融合发展转型过程;从制度、市场、社会三个层面分析了农业与二三产业融合发展过程中的影响因素,从经验总结中阐述了农业与二三产业融合发展发展的机制,即机制保障、组织保障、能力建设和文化建设,分析了农业与二三产业融合发展过程中存在的问题,即多元参与主体的组织建设和制度保障问题,乡村生态资源三产化的价值实现和分配问题,城乡互动的信任机制建构问题。基于以上的分析和探讨,对农业与二三产业融合发展的问题提出了建议,即加强对于农业与二三产业融合发展的制度建设、促进以农民组织化建设为基础的三产化服务开发、拓展高效生态农业为内涵的产业扶贫渠道,以此来回应农业与二三产业融合发展发展中所面临的问题和困境。
[Abstract]:The No. 1 document issued by the Central Committee on February 1, 2015-"some opinions on strengthening Reform and Innovation to accelerate the Construction of Agricultural Modernization", clearly points out the major challenges facing agricultural modernization in China. It is emphasized that we should take the road of integration and development of one, two and three industries, change from production to consumption orientation, expand industrial form, leverage regional development with agricultural industry innovation, and promote the ecological civilization transformation of agricultural modernization development. Therefore, the integration of agriculture and the development of secondary and tertiary industries is the key to achieve the transformation. In this paper, the connotation of agriculture and secondary and tertiary industries is expounded, and the background of the development of agriculture and secondary and tertiary industries and its significance to industrial innovation are discussed from a macro perspective. At the same time, it compares the experiences of China and foreign countries in the integration and development of the first, second and third industries: it introduces the process of transition from the first industry to the second and third industries in Nanmazhuang Village, Lankao County, Kaifeng City, Henan Province, from the system to the market. This paper analyzes the influencing factors in the process of the integration and development of agriculture and the second and third industries from the three levels of society, and expounds the mechanism of the integration and development of agriculture and the second and third industries, that is, the mechanism guarantee, the organizational guarantee, the capacity building and the cultural construction from the summing up of experience. This paper analyzes the problems existing in the process of the integration and development of agriculture and the secondary and tertiary industries, namely, the organizational construction and system guarantee of the multiple participants, the realization and distribution of the value of the rural ecological resources, and the construction of the trust mechanism of the interaction between urban and rural areas. Based on the above analysis and discussion, some suggestions are put forward for the development of agriculture and secondary and tertiary industries, that is, to strengthen the institutional construction of the integration of agriculture and the second and third industries, and to promote the development of three-industry services based on the organizational construction of farmers. In order to respond to the problems and difficulties in the development of agriculture and the secondary and tertiary industries, we should expand the industrial poverty alleviation channels with the connotation of efficient ecological agriculture.
