济南城市产业空间结构演变与优化研究

【摘要】：随着中国城镇化的迅速发展,城市产业处于不断转型与升级,产业空间结构演变也愈发剧烈。与此同时,国家提出的新型城镇化与转变经济发展方式也要求加快城市产业空间结构的重组与优化。把握准城市产业空间结构演变的特征与规律,对优化城市空间结构有着重要的作用。济南市作为山东省省会,自上世纪90年代,针对产业发展提出了“腾笼换业”,现已取得了初步成效,但在产业发展的道路上仍存在着诸多问题。因此本文以济南城区为研究对象,运用理论分析与实证研究相结合的综合方法,深入探讨了2004-2014年间济南城市产业空间结构的演变过程、影响因素、效应以及主要问题,最后针对济南城市产业空间结构演变存在的问题,提出今后济南产业发展的优化对策。论文主要结论如下:(1)济南城市产业结构不断优化且符合产业高级化规律。2014年济南城区三次产业结构演变为2.19:30.57:67.24,已经形成了明显的“三二一”产业结构特征,产业结构演变符合产业高级化规律。从业人员方面,第一产业从业人员比重大幅度减少,第三产业从业人员呈现出迅速增长趋势,从业人员的演变同样符合配第克拉克提出的就业结构演进规律。(2)济南城市产业用地结构和产业空间布局演变较为强烈。产业用地结构中第二产业用地呈现出先快速增长后缓慢增长态势,且增加的工业用地主要集中在济南中心城区的边缘区或郊区;第三产业用地则始终呈现出稳定增长趋势。第二产业空间布局演变表现为由城市核心区向城市外围区不断转移扩散,工业中心已由原来的历下区转移到现在的章丘区,形成了以经十路为轴线的产业带。第三产业空间布局演变表现为由单核心模式转变为多核心模式发展,具体表现为在城市中心区域呈现出中心极化的现象,在长清区和高新区出现了两个次级中心,但仍处于初期形成阶段。(3)济南城区内的商业圈空间布局演变过程较为复杂,经历了由“一核独大”到现在的多核心式发展。以城市典型功能区中的商业区为研究对象,分析了1949-至今济南城区商业圈的演变过程,将济南城区内的商业圈的演变历程分为传统商业期和现代商业期。目前,济南城区内商业区在空间布局上呈现出多核心商圈分布,其中,泉城路商业圈始终是最核心的商业集聚区。此外,济南城区内的中央商务区(CBD)也发生了变化,由原来的以大观园为主演变到现在的济南东部新城,新中央商务区正处于蓬勃发展阶段。(4)济南城市产业空间结构演变过程对济南城市发展产生了正负两种效应,且演变影响因素较多。正向效应主要表现为促进济南城市经济增长、推进济南人口城镇化发展等六大方面。负向效应主要体现在环境污染不断向外围扩张、城市边界的无序扩张以及城市交通拥堵严重。其演变的影响因素主要包括自然条件、区位条件、交通条件、政府政策和区域开发战略。与此同时,济南产业空间结构演变过程中也存在着诸多问题,因此需要多措并举优化产业空间布局,如完善产业政策法规、实施产业集群、加强产业规划布局以及建立创新投入体系等方面进行优化。
[Abstract]:With the rapid development of China's urbanization, the urban industry is changing and upgrading, and the evolution of the industrial structure has become more and more severe. At the same time, the new type of urbanization and the transformation of the economic development of the country also demands to accelerate the restructuring and optimization of the urban industrial space structure. It is important to grasp the characteristics and laws of the spatial structure of the quasi-urban industrial structure, and have an important role in the optimization of the urban spatial structure. As the capital of Shandong Province, Jinan, as the capital of Shandong Province, has put forward the "the change of the construction of the tenge" for the development of the industry since the 1990s, and has achieved some preliminary results, but there are still many problems in the road of industrial development. Therefore, this paper, taking the city of Jinan as the research object, using the combination of the theory analysis and the empirical research, discusses the evolution process, the influence factors, the effect and the main problems of the urban industrial structure in Jinan in the period 2004-2014. Finally, aiming at the problems existing in the development of the urban industrial structure in Jinan, the paper puts forward the optimization strategy of the development of Jinan's industrial structure in the future. The main conclusions are as follows: (1) The industrial structure of Jinan city is continuously optimized and the industry is advanced. In 2014, the three-time industrial structure of Jinan urban area has been changed to 2.19: 30.57: 67.24, and the obvious "San Eryi" industry structure is formed, and the evolution of the industrial structure is in accordance with the industrial advanced law. In the field of employment, the proportion of workers in the first industry is greatly reduced, and the third-industry practitioners are showing a rapid growth trend, and the evolution of the practitioners is also in line with the evolution of the employment structure proposed by the second clark. (2) The development of the urban industrial land structure and the industrial space layout of Jinan is very strong. The second industrial land in the industrial land structure shows a slow growth after the rapid growth, and the increased industrial land is mainly concentrated in the marginal area or the suburb of the central urban area of Jinan; and the land use of the tertiary industry always shows a steady increase trend. The evolution of the second industrial space layout is the constant transfer of diffusion from the urban core area to the urban peripheral area, and the industrial center has been transferred from the original calendar area to the present Zhangqiu area, forming an industrial belt through the ten-way axis. The evolution of the spatial layout of the tertiary industry is the development of the multi-core mode from the one-core mode, which is embodied as the phenomenon of central polarization in the central region of the city, and two sub-centers in the long-and high-tech zones, but are still in the early stage of formation. (3) The evolution of the spatial layout of the commercial circle in the urban area of Jinan is more complex, and has experienced the multi-core development from the "a single core" to the present. Taking the commercial district in the typical functional area of the city as the research object, the evolution process of the commercial circle in the city of Jinan from 1949 to now is analyzed, and the evolution of the business circle in the city of Jinan is divided into the traditional commercial period and the modern commercial period. At present, the commercial district of Jinan urban area presents a multi-core business circle distribution in the space layout, in which the business circle of the Spring City is always the most core business gathering area. In addition, the central business district (CBD) in the city of Jinan also changed, from the original in the Grand View Park to the present Jinan East New Town, the new CBD is in the vigorous development stage. (4) The evolution of the urban spatial structure of Jinan has both positive and negative effects on the development of Jinan city, and the influence factor is more. The positive effect is mainly to promote the economic growth of Jinan city and promote the development of the population and urbanization of Jinan. The negative effect is mainly reflected in the continuous expansion of the environmental pollution, the disorderly expansion of the urban boundary and the serious traffic congestion in the city. The influencing factors of their evolution mainly include natural conditions, location conditions, traffic conditions, government policies and regional development strategies. At the same time, there are many problems in the process of the development of the spatial structure of Jinan, so it is necessary to optimize the industrial layout of the industry, such as improving the industrial policies and regulations, implementing the industrial cluster, strengthening the layout of the industrial planning and the establishment of an innovative investment system.
