【摘要】：农业产业化发展是基于市场的前提条件,通过规模经营与龙头企业结合,发挥区域优势,使用科技带动、专业化管理,将产业链中产供销等主体结合起来,将分散经营变成集约化经营,有效提高市场竞争力,提高农村经济发展水平。沙湾县安集海镇辣椒种植具有悠久的历史,虽不是全国辣椒产量最多的地区,但安集海镇辣椒产业带动湾县农业经济发展。近几年,沙湾县通过政府宏观调控的手段,辣椒产业得到了一定的发展,但由于种植规模较少以及管理方式等问题,沙湾县辣椒产业发展缓慢。随着新疆农业逐渐转型分化,沙湾县辣椒产业发展出现了新的矛盾,本文基于以上出发点对沙湾县辣椒产业作更进一步认识,力图为沙湾县辣椒产业发展进展提供新的突破。促进当地农业经济发展,增加农民收入。本文采用实证调查和理论分析相结合的方法,从农业产业化的内涵、特征出发,结合沙湾县辣椒的发展状况,对沙湾县辣椒进行了优势分析,为全面了解辣椒产业发展,从辣椒种植规模、种植品种、种植机械化程度、辣椒生产经营组织中的企业、合作社、农户等进行了阐述。沙湾县辣椒产业发展需要社会不同配套设施健全与完善,以及政府的宏观调控。通过对沙湾县辣椒产业化发展分析与论证得出的主要结论有:(1)沙湾县辣椒发展至今,辣椒种植已经具备一定的规模,市场对沙湾县辣椒需求逐年上升,但沙湾县辣椒的品牌化并不高;(2)沙湾县辣椒种植品种杂、无公害有机规模小,标准化程度不高、农户连片种植不到位、科学技术转化率低;(3)辣椒产业市场基础设施落后,功能不健全、市场主体不明显,小生产与大生产矛盾突出、辣椒市场配套资源欠缺;(4)缺乏规模具有后劲的龙头企业、辣椒龙头企业深加工能力不够、规模小集约化水平低、品牌作用没有充分发挥;(5)辣椒合作社农民组织不高、农户标准化生产能力低下、合作社组织能力不够、基础能力薄弱。针对沙湾县辣椒产业发展出现的问题提出的建议主要有:(1)政府要对辣椒产业发展制定和完善相应的政策,要不断强化服务,为辣椒产业发展提供有利的条件;(2)要扩大辣椒经济组织经纪人队伍,鼓励优秀组织带头示范,规范合作社功能;(3)要规范辣椒种植优良品种,加大技术推广力度,规范标准化生产;(4)大力培养辣椒深加工企业,推动老字号企业快速发展;(5)加快流通体系建设,壮大沙湾县辣椒集散地,开拓电子商务平台品牌的建设。
[Abstract]:The development of agricultural industrialization is based on the precondition of the market. Through the combination of scale management and leading enterprises, regional advantages are brought into play, science and technology are used to lead, specialized management is used, and the main bodies, such as production, supply and marketing in the industrial chain, are combined together. To turn decentralized management into intensive management, effectively improve market competitiveness and improve the level of rural economic development. Anjihai Town, Shawan County, has a long history of pepper cultivation, although it is not the region with the highest pepper production in the country. In recent years, Shawan County has achieved certain development of pepper industry through the means of macro-control by the government. However, due to the small scale of cultivation and management methods and so on, the pepper industry in Anjihai town has led to the development of agricultural economy in Wan County. The development of pepper industry in Shawan County is slow. With the gradual transformation and differentiation of agriculture in Xinjiang, there are new contradictions in the development of pepper industry in Shawan County. Based on the above starting point, this paper makes a further understanding of pepper industry in Shawan County. This paper tries to provide a new breakthrough for the development of pepper industry in Shawan County, promote the development of local agricultural economy and increase the income of farmers. This paper adopts the method of combining empirical investigation and theoretical analysis to start from the connotation and characteristics of agricultural industrialization. Combined with the development of pepper in Shawan County, the advantage of pepper in Shawan County was analyzed. In order to understand the development of pepper industry in an all-round way, the scale, variety, mechanization degree of cultivation, enterprises and cooperatives in the production and management organization of pepper were analyzed. The development of pepper industry in Shawan County needs the improvement and perfection of different supporting facilities in society. Through the analysis and demonstration of the development of pepper industrialization in Shawan County, the main conclusions are: (1) since the development of pepper in Shawan County, pepper cultivation has been on a certain scale, and the market demand for pepper in Shawan County has increased year by year. However, the brand of pepper in Shawan County is not high. 2) the pepper varieties in Shawan County are miscellaneous, the scale of pollution-free organic is small, the degree of standardization is not high, the farmers' continuous planting is not in place, and the conversion rate of science and technology is low. (3) the market infrastructure of pepper industry is backward. The function is not perfect, the main body of the market is not obvious, the contradiction between small production and large production is prominent, the matching resources of pepper market is short of 4) the leading enterprises with scale and stamina, the deep processing ability of pepper leading enterprises are not enough, and the level of small-scale intensive scale is low. The farmers' organization of pepper cooperatives is not high, the standardized productive capacity of farmers is low, and the capacity of cooperative organization is not enough. The basic capacity is weak. The main suggestions for the development of pepper industry in Shawan County are: 1) the government should formulate and perfect the corresponding policies for the development of the pepper industry, and constantly strengthen its services. To provide favorable conditions for the development of capsicum industry, it is necessary to expand the contingent of brokers of chili economic organizations, encourage excellent organizations to take the lead in demonstration, standardize the function of cooperatives, and standardize the cultivation of fine varieties of pepper, and increase the intensity of technical popularization. Standardizing the standardized production of capsicum and promoting the rapid development of the old famous enterprises to speed up the construction of circulation system, strengthen the distribution center of Shawan County, open up the construction of electronic commerce platform brand.
