【摘要】:中国经济的发展和人类对饮食安全的重视,推动了食品工业的进一步改革,地沟油事件、苏丹红事件、注水猪肉事件、三鹿奶粉事件等的出现,让当代人对饮食健康和饮食文化的追求有了新的标准,食品安全问题成为当前食品发展较为热门的话题。就当前市场的食品发展来看,随着当前社会对食品安全卫生问题的日益重视,食用油作为食品的重要调剂,在直接影响食品安全的同时,也日渐成为一个重要的社会公共研究问题。以当前市场上食用油的质量情况来看,价格和质量不成比例,食用油的质量参差不齐,各种“以次充好”的食用油在我国特殊国情的前提下,被默认流入市场,而食用油市场缺乏基本审核标准和监督机构的前提下,食用油的“潜在规则”普遍存在,私自制造和回收再利用等的行为无法受到公共监督,“地沟油事件”时有发生。 本文以笔者所在单位的清远市质量技术监督局就食用油质量安全方面的质检行为和质监标准为基础,结合现实实践来对清远市的食用油质量安全问题进行分析,并以政府监管作用的切实应用为主要的研究对象,,结合前人理论中对“食用油”的探究成果、对“政府质量安全监管”等理念的现有分析为基础,将政府监管理论融合到笔者对清远市食用油使用和研究现状的分析中来,对当前的食用油质量严峻形势进行分析,并找出问题存在的主要原因。 在清远市食用油质量安全的研究过程中,笔者搜索了国内外关于食用油质量研究的大量文献和相关资料,并运用了文献综合法、对比分析法、定性分析法和图表解析法等,在结合国外先进的管理经验的同时,提炼出我国食用油质量安全监管的新思路。此外,针对我国食用油发展中存在问题的严峻性,提出建立食用油新的标准检测体系、构建健全的食用油整体监管体制、以市场为导向,建立起以食用油制造商、经销商为主体的产品责任制度和产品质量监督和管理体系、建议政府调整资金投入力度,加大对食用油质量安全的科研投入等,最后,从法律保护和监管角度出发,建议扩大宣传来提升消费群体的维权意识。
[Abstract]:China's economic development and human attention to food safety have promoted the further reform of the food industry, the gutter oil incident, the Sudan Red incident, the incident of water injection of pork, Sanlu milk powder incident and so on. Food safety has become a hot topic in the current food development. In view of the food development in the current market, there are new standards for people to pursue diet health and diet culture. With the increasing attention paid to food safety and hygiene in the current society, edible oil, as an important food dispenser, has a direct impact on food safety at the same time. The price and quality of edible oil are out of proportion, and the quality of edible oil is not uniform. Under the premise of special national conditions of our country, all kinds of edible oils which are "subdued" have been entered into the market by default, while the edible oil market lacks the basic auditing standard and the premise of supervising institutions. The "potential rules" of cooking oil are widespread, and private production and recycling cannot be subject to public scrutiny, and gutter oil incidents occur from time to time. This paper is based on the quality inspection behavior and quality supervision standards of Qingyuan Municipal Bureau of quality and Technology Supervision of the author's unit on the quality and safety of edible oil. Combined with the practical practice to analyze the quality and safety of edible oil in Qingyuan City, and take the practical application of the role of government supervision as the main research object, combined with the previous theory of "edible oil" research results. On the basis of the existing analysis of the concept of "government quality and safety supervision", the author integrates the theory of government supervision into the analysis of the present situation of edible oil use and research in Qingyuan City. The austere situation of edible oil quality is analyzed and the main reasons are found out. In the research process of edible oil quality and safety in Qingyuan City, the author searched a large number of literature and related materials about edible oil quality research at home and abroad, and used the method of literature synthesis and comparative analysis. Qualitative analysis method and chart analysis method, combined with foreign advanced management experience, at the same time, extract the new ideas of quality and safety supervision of edible oil in our country. In addition, in view of the serious problems existing in the development of edible oil in China. A new standard detection system for edible oil is proposed, and a sound whole supervision system of edible oil is set up, and the manufacturer of edible oil is established based on the market orientation. Dealers as the main product responsibility system and product quality supervision and management system, it is suggested that the government adjust the investment, increase the quality and safety of edible oil scientific research investment, and finally. From the perspective of legal protection and supervision, it is suggested to expand publicity to enhance the awareness of consumer rights.
