【摘要】:人力资源是社会生产四大要素中最关键、最活跃的因素,随着信息和知识经济时代的到来,人力资源作为知识和技能的承载者,已成为形成企业核心竞争力的重要因素,是企业生存和发展的战略性、关键性资源。人力资源规划着眼于对企业未来的生产活动进行规划,对企业在不断变化中的人力资源情况进行系统的分析和研究,从保证企业战略成功的角度出发,预测未来人力资源需求,并制定出有效的、结合实际的人事管理政策。良好的人力资源规划可以使企业人力资源适应企业现代管理技术的需要,同时为企业重要的人事政策提供依据,对企业人力资源管理起到纲领性指导作用,促进企业建立现代管理制度。电力行业作为关系国计民生的重要基础性行业和知识、技术密集型行业,更需要优良的人力资源。随着电力体制改革的不断深入和电力市场竞争的不断加剧,供电企业要想适应未来的发展,需要从企业发展战略高度认识到人力资源规划的重要性,分析、预测并制定合理有效的人力资源规划方案,解决企业对人力资源的需求,只有这样供电企业才能实现可持续发展。本文首先介绍了人力资源规划在国内外发展的历程和研究现状,详细阐述了人力资源规划的原则、人力资源规划的功能、特点及分类和人力资源规划的实施过程等理论。介绍了人力资源需求预测的方法,包括德尔菲法、微观集成法、神经网络预测法、灰色预测法等;介绍了人力资源供给预测的方法,包括:现状核查法、人员替代图法、马尔可夫法等。然后本文分析了全国电力行业的发展前景、A供电公司的发展战略以及A供电公司的人力资源现状,重点研究了A供电公司人力资源的内部环境,包括A供电公司全民员工队伍现状分析、农电工队伍现状分析、主业员工队伍现状分析等。然后根据A供电公司过去几年人力资源的历史数据,分析了影响A供电公司人力资源供需情况的主要因素,对A供电公司的人力资源需求情况进行了预测,包括管理岗位需求预测、生产营销单位需求预测和直属供电局需求预测等;采用现状核查法和马尔可夫模型对A供电公司的供给情况进行了预测,并分析了A供电公司人力资源的供需平衡情况。最后提出了人力资源规划实施的保障方案,包括组织保障和制度保障等。
[Abstract]:Human resources is the key of social production of the four elements, the most active factors, along with the information era and the advent of knowledge economy, human resources as the carrier of knowledge and skills, has become an important factor in the formation of the core competitiveness of enterprises, is the strategy of the survival and development of enterprises, the key resources focus on human resource planning. Planning for the future of the production activities of enterprises, the systematic analysis and Research on enterprises in the continuous changes in the situation of human resources, to ensure the success of starting from the angle of enterprise strategy, predict the future demand of human resources, and to develop effective, combined with the actual personnel management policies. Human resource planning the enterprise human resources to meet the needs of modern enterprise management technology, and provide the basis for the enterprise important personnel policy, to programmatic guidance for enterprise human resources management, promote The establishment of a modern enterprise management system. The electric power industry as an important foundation of the relationship beneficial to the people's livelihood industries and knowledge and technology intensive industries, need more excellent human resources. With the deepening of the power system and the increasing competition in electricity market, power supply enterprises to adapt to the future development, need to know from the enterprise development strategic importance human resource planning, analysis, forecast and develop human resource plan reasonably and effectively solve the needs of corporate human resources, so that the power supply enterprise to achieve sustainable development. This paper first introduces the history and current situation of the development of human resources planning at home and abroad, expounds the principle of human resource planning, human resource planning the function, characteristics and classification of human resources planning and implementation process of the theory. This paper introduces the human resource demand forecast. Method, including Delphi method, micro integration method, neural network forecasting method and grey prediction method; introduces the method of forecasting the human resource supply include: status checking method, personnel replacement graph method, Markov method. Then this paper analyzes the development prospect of the electric power industry, A power supply company development strategy and A the power supply company's human resources situation, focus on the A power supply company human resources of the internal environment, including the analysis of current situation of national staff of A power supply company, analysis of the current situation of rural electrician team, business staff status quo analysis. Then according to the A power supply company over the past few years human resources of historical data, analyzes the main factors affecting the supply and demand situation A power supply company, human resources, human resources demand of A power supply company is forecasted, including management demand forecasting, demand forecasting and production and marketing units directly under the Power Supply Bureau Demand forecasting; the status of verification method and Markov model for the A power supply company supply were predicted and analyzed the balance of supply and demand situation of A power supply company human resources. Finally the paper presents the protection scheme of human resources planning implementation, including organizational guarantee and system guarantee.
