【摘要】:电力行业作为中国的传统垄断行业,在新形势下,其外部环境变幻莫测。电力行业企业要适应知识时代的要求,迎接国内市场和国外同行挑战,就必须加快对封闭思想的解放与解脱僵化管理的束缚,确立管理企业就是管理思想的新文化管理理念,并结合电力行业自身的特殊情况与文化背景,构建电力行业企业优秀的战略管理体系。 国核电力规划设计研究院(以下简称国核电力院)作为我国电力设计行业的典型代表,其企业战略管理在院领导的重视、上级部门大力支持、广大员工的积极参与下,探索出了一条适合电力行业企业战略管理机制建设模式。但2009年国核电力院整体搬迁北京,在全新的发展环境下,其企业战略实践仍存在诸多问题。 本文以国核电力院为研究对象,在系统梳理战略管理理论及战略管理模型的基础上,了解相关电力企业战略管理的特点和发展动态,结合国核电力院实例,构建了国核电力院战略管理模型,模型包括三个阶段:战略构建阶段、战略实施阶段以及战略评价阶段,旨在围绕国核电力院的内部管理环境和外部经营环境,制定适应国核电力院现状的发展战略,保障电力院正常工作活动的顺利进行,并为相关电力企业战略管理建设和实施评价活动提供参考。
[Abstract]:Electric power industry as the traditional monopoly industry in China, under the new situation, its external environment is unpredictable. Power industry enterprises should adapt to the requirements of the knowledge age, meet the challenges of domestic market and foreign counterparts. It is necessary to speed up the emancipation of closed thoughts and free from the shackles of rigid management, establish the management enterprise is the management of the new cultural management ideas, and combined with the special situation and cultural background of the power industry itself. Build an excellent strategic management system for electric power industry enterprises. The National Nuclear Power Planning and Design Research Institute (hereinafter referred to as the National Nuclear Power Institute) as a typical representative of the electric power design industry in China, its enterprise strategic management in the leadership of the attention of the college, strong support from the higher authorities. With the active participation of the staff, we have explored a suitable mode for the construction of strategic management mechanism of power industry enterprises. However, in 2009, the National Nuclear Power Institute moved to Beijing as a whole, under a new development environment. There are still many problems in the practice of enterprise strategy. On the basis of systematically combing the strategic management theory and the strategic management model, this paper takes the National Nuclear Power Institute as the research object to understand the characteristics and development trends of the strategic management of the relevant power enterprises, combining with the example of the National Nuclear Power Institute. The model includes three stages: strategic construction stage, strategic implementation stage and strategic evaluation stage, which focus on the internal management environment and external management environment. The development strategy adapted to the current situation of the nuclear electric power institute is formulated to ensure the smooth progress of the normal working activities of the electric power plant and to provide a reference for the strategic management construction and implementation of the evaluation activities of the relevant power enterprises.
