【摘要】:随着烟草行业供应链管理的深入推进,对以供销一体化、工商一体化、两烟一体化为核心的物流一体化整合提出了新的更高的要求。在推动卷烟供销物流一体化整合过程中,烟草工业企业只有在完成管理模式、组织机构、职能职责和业务流程整合,明确物流管理组织机构设置、职能职责划分、管理关系理顺的前提下,做好现有卷烟供销物流岗位的再设计,才能实现真正意义上的卷烟供销物流一体化和供应链物流业务的高度整合。 本文在收集整理岗位设计相关理论文献、梳理CY中烟卷烟供销物流一体化整合情况和卷烟供销物流岗位设计现状的基础上,分析了卷烟供销物流一体化整合对岗位设计提出的新要求,同时基于“提升供应链管理水平、适应卷烟供销物流一体化整合、构建岗位设计基本模式方法、解决岗位设计自身问题”四个方面的必要性,提出了卷烟供销物流岗位再设计“坚持分类设计、坚持整体统筹、坚持问题导向、坚持成本管控、坚持配套保障”的总体思路,在此基础上重点探讨了运用基于业务流程和基于工作任务两种方法进行岗位设计,最终形成了CY中烟卷烟供销物流岗位再设计的结果。 本文以CY中烟卷烟供销物流岗位再设计作为研究对象,既是考虑到卷烟供销物流岗位对于供应链管理和供销物流一体化整合落地的重要支撑作用,也是由于这类岗位在范围上涵盖了全部类别岗位,纵向上覆盖了CY中烟总部、子公司和卷烟工厂三级组织,横向上涉及到外部服务对象、合作服务客户以及内部相关部门,具有极强的代表性和通用性,可以作为今后改进优化其他类型岗位设计的模板和范例。 本文第三、四、五、六章为分析研究的重点。主要以笔者的调研和了解为基础,梳理了CY中烟现有卷烟供销物流岗位设计中存在的设计方法未能体现流程导向、岗位类别和序列划分不够合理、岗位权责界定不够清晰明确等问题,分析了卷烟供销物流管理模式、组织机构、职能职责和业务流程整合对岗位设计提出的新要求,在此基础上提出了运用基于业务流程和基于工作任务2种方法进行岗位再设计的具体方案,并专题探讨了岗位再设计的保障措施和实施效果,从而得出岗位再设计对于提升供应链管理水平、推动供销物流一体化整合、形成岗位设计基本模式方法等具有实际价值和现实意义。 本文的主要创新点在于提出了基于业务流程进行卷烟供销物流岗位设计的方法。这种方法以相关业务流程为基础,坚持“流程导向、系统思考、动态管理”原则,经过流程分析、确定流程关键节点、分解流程工作、进行工序分析等程序,得出岗位设计的结果。这种岗位设计方法的运用,有助于改进优化传统的基于工作任务和职能职责设计岗位的理念,从而站在流程优化和整体角度进行岗位设计。
[Abstract]:With the development of supply chain management in tobacco industry, new and higher requirements are put forward for the integration of supply and marketing, industry and commerce, and integration of two cigarettes. Tobacco industry enterprises only complete the management model, organization, function and business process integration, clear logistics management organization setup, function and responsibility division, management relationship straighten out the premise, In order to realize the integration of cigarette supply and marketing logistics and the high integration of supply chain logistics, we can do well the re-design of the existing cigarette supply and marketing logistics post. On the basis of collecting and collating relevant theoretical documents of post design, combing the integration of cigarette supply and marketing logistics in CY and the status quo of post design of cigarette supply and marketing logistics, This paper analyzes the new requirements of the integration of cigarette supply and marketing logistics to the post design, and constructs the basic mode of post design based on "improving the level of supply chain management, adapting to the integration of cigarette supply and marketing logistics, and constructing the basic mode of post design." The necessity of solving the problem of post design in four aspects is put forward, and the general idea of redesigning the post of cigarette supply and marketing logistics is put forward, that is, to persist in classified design, to insist on overall planning, to adhere to problem orientation, to insist on cost control and control, and to persist in supporting guarantee. On the basis of this, the post design based on business process and work task is discussed, and the result of post redesign of cigarette supply and marketing logistics in CY is formed. This paper takes the re-design of cigarette supply and marketing logistics post in CY as the research object, considering the important support function of cigarette supply and marketing logistics post for supply chain management and integrated integration of supply and marketing logistics. It is also due to the fact that this kind of post covers all categories of posts in scope, vertical coverage of CY cigarette headquarters, subsidiary companies and cigarette factories at three levels, horizontally involving external service objects, cooperative service customers and internal related departments. It has strong representativeness and generality, and can be used as a template and example for improving and optimizing other types of post design in the future. The third, fourth, fifth and sixth chapters of this paper are the key points of the analysis and research. Based on the author's investigation and understanding, this paper combs the existing design methods in the post design of cigarette supply and marketing logistics in CY, which can not reflect the flow orientation. The classification and sequence of posts are not reasonable, the definition of power and responsibility of posts is not clear enough, and so on. This paper analyzes the new requirements for the post design of cigarette supply and marketing logistics management mode, organization, function, responsibility and business process integration. On the basis of this, the paper puts forward the specific scheme of post redesign based on business process and task, and discusses the safeguard measures and implementation effect of post redesign. It is concluded that post redesign is of practical value and practical significance for improving supply chain management, promoting integration of supply and marketing logistics, and forming the basic mode of post design. The main innovation of this paper is to put forward a method of post design of cigarette supply and marketing logistics based on business process. This method is based on relevant business processes and adheres to the principle of "process orientation, systematic thinking, dynamic management". Through the process analysis, determine the key nodes of the process, decompose the process work, carry on the process analysis and other procedures, get the result of the post design. The application of this kind of post design method, It is helpful to improve the traditional concept of post design based on task and functional responsibility, so as to carry out post design from the point of view of process optimization and overall.
