中石油与中石化技术创新竞合机制研究

【摘要】：近年来我国石油企业也逐渐认识到技术创新对于企业自身发展以及我国能源安全的重要意义,逐步加大了对技术创新的投入,也取得了令人瞩目的成就。中石油与中石化作为我国最大的陆上石油公司,均建立起了完整的技术创新体系,但是,两者技术创新体系均单独服务本企业,两者之间交流甚少,缺乏合作与竞争,使得技术创新动力不足。因此如何加强两者技术创新合作,避免重复性研究,提高创新效率,实现优势互补成为亟待解决的问题。本文以中石油与中石化企业进行技术创新过程中的竞合机制为研究对象,分析两者技术创新竞合的博弈关系,构建技术创新竞合机制,以实现技术优势互补,降低技术创新成本。首先,介绍了竞合理论、技术创新理论以及博弈论的主要内容,为两公司的技术创新竞合提供理论基础;其次,研究了两公司技术创新竞合的现状与问题,但是与国外实力雄厚的石油公司相比,技术水平和技术创新能力还存在较大的差距,两者技术创新体系相似,科研能力相当,但是技术优势侧重点不同,得出了中石油与中石化进行技术创新竞合存在必要性与可能性;然后,运用演化博弈理论,构建中石油与中石化技术创新竞合博弈机制,得出两者实现技术创新竞合与合作成本、技术水平以及收益分配相关,基于博弈结论和竞合理论,构建了中石油与中石化技术创新竞合机制,包括竞合运行机制、风险分担机制以及利益分配机制;最后,从企业层面和政府层面上提出了增进两者技术创新竞合的措施建议,以保障技术创新竞合机制的实现。
[Abstract]:In recent years, petroleum enterprises in China have gradually realized the importance of technological innovation to the development of enterprises and the energy security of our country, and gradually increased their investment in technological innovation. CNPC and Sinopec, as the largest onshore oil companies in China, have established a complete technological innovation system. The lack of cooperation and competition makes the power of technological innovation insufficient. Therefore, how to strengthen the cooperation between the two, avoid repetitive research, improve the efficiency of innovation, It is urgent to solve the problem of realizing the complementary advantages. This paper takes the competing mechanism in the process of technological innovation between PetroChina and Sinopec as the research object, analyzes the game relation between them, and constructs the competing mechanism of technological innovation. In order to achieve complementary technological advantages and reduce the cost of technological innovation. Firstly, this paper introduces the main contents of the theory of competition and cooperation, the theory of technological innovation and the game theory, which provides the theoretical basis for the technological innovation competition and cooperation between the two companies. This paper studies the current situation and problems of technological innovation competition between the two companies, but there is still a big gap between the technological level and the technological innovation ability of the foreign powerful petroleum companies. The technological innovation system of the two companies is similar, and the scientific research capability is similar. But the emphasis of technology advantage is different, the necessity and possibility of competing for technological innovation between PetroChina and Sinopec are obtained. Then, by using evolutionary game theory, we construct the competitive game mechanism of technological innovation between PetroChina and Sinopec. Based on the conclusion of game theory, this paper constructs the competing mechanism of technological innovation between PetroChina and Sinopec, including the running mechanism of competition and cooperation, which is related to the cooperation cost, the technological level and the distribution of income between CNPC and Sinopec, based on the conclusion of game theory and the theory of competition and cooperation. The mechanism of risk sharing and benefit distribution; finally, from the enterprise level and the government level, put forward the measures to enhance the competition of technological innovation between the two, in order to ensure the realization of the competing mechanism of technological innovation.
