大庆油田矿区服务事业部工作任务外包管理体系研究

【摘要】:我国服务外包理论研究是通过研究降低企业成本、提高企业核心竞争力、保证企业健康发展的角度,对影响企业发展、外包服务质量的因素进行分析,一方面强调非核心业务进行外包,另一方面强调对服务外包的质量及效果进行评估,从而保证整个外包管理的有效性,达到提高竞争力的目的。大庆油田矿区服务事业部作为油田后勤部、大本营,为油田矿区居民提供高质量的服务是事业部发展的根本所在,随着用工矛盾日益突出,新增工作量的逐年增加,事业部工作任务外包势必逐渐兴起,但仍然存在准入衡量标准缺失,服务质量监督不到位,,外包单位管理存在监管盲区。本文通过对大庆油田矿区服务事业部工作任务外包管理体系进行设计,可以为大庆油田矿区服务事业部业务工作任务外包的健康发展具有指导意义。 本文首先对事业部的基本情况、工作任务外包开展情况进行了叙述,从中找出在实施工作任务外包过程中存在的主要问题,通过分析,得出了外包单位管理水平较低,工作任务外包管理体制不畅,没有统一规范的外包任务管理体制等原因。结合事业部开展工作任务外包的实际,介绍了构建事业部工作任务外包管理体系的目标和内容,通过外包工作任务的确定、招标选定外包单位、服务标准的制订及考核评价体系的建立,初步构建了事业部工作任务外包管理体系,以规范工作任务外包管理,提高工作任务外包管理水平。通过优化人力资源配置、加强企业文化建设、加强过程监管等工作,为保障工作任务管理体系的有效实施奠定基础,同时,通过加强审计监察、加强监管机构建设、加强外包单位的风险识别、对管理体系进行效果评价等方面保证事业部工作任务外包体系有效运行。
[Abstract]:The theoretical study of service outsourcing in China is to analyze the factors that affect the development of enterprises and the quality of outsourcing services from the perspective of reducing the cost of enterprises, improving the core competitiveness of enterprises and ensuring the healthy development of enterprises. Emphasizing, on the one hand, outsourcing non-core business and, on the other hand, assessing the quality and effectiveness of service outsourcing, thereby ensuring the effectiveness of the overall outsourcing management, The Daqing Oilfield Mining area Service Division, as the oil field logistics department and base camp, provides high-quality service to the residents of the oilfield mining area is the root of the development of the division, and with the increasingly prominent contradiction of employment, With the increase of the new workload year by year, the outsourcing of the work tasks of the Division is bound to rise gradually, but there is still a lack of access measurement standards, and the supervision of service quality is not in place. There are supervision blind areas in the management of outsourced units. This paper designs the outsourcing management system of the service department of Daqing Oilfield mining area. It has guiding significance for the healthy development of the outsourcing of the business tasks of Daqing Oilfield Mining area Service Division. This paper first describes the basic situation of the business department and the development of the work task outsourcing, and finds out the main problems in the process of implementing the work task outsourcing. Through the analysis, it concludes that the management level of the outsourcing unit is relatively low. The management system of work task outsourcing is not smooth, and there is no unified and standardized outsourcing task management system. The purpose and content of constructing the work task outsourcing management system are introduced. Through the determination of outsourcing work tasks, the selection of outsourcing units by bidding, the establishment of service standards and the establishment of evaluation system, the outsourcing management system of work tasks of the Division is preliminarily constructed in order to standardize the outsourcing management of work tasks. To improve the management level of task outsourcing. By optimizing the allocation of human resources, strengthening the construction of corporate culture, strengthening the process supervision and so on, laying the foundation for ensuring the effective implementation of the work task management system, at the same time, by strengthening the audit supervision, Strengthen the construction of supervision organization, strengthen the risk identification of outsourcing units, and evaluate the effect of management system to ensure the effective operation of the outsourcing system.
