基于关键经营指标的电网公司综合计划管理研究

【摘要】:“十二五”期间是我国电网企业加快发展的一个十分关键的战略时期,随着我国城镇化和工业化的不断深入推进,我国电力需求将随着经济发展水平的不断提升而不断增长。同时,在电力行业市场化改革呼声越来越强烈的背景下,电网企业所面临的外部环境也变得更加复杂,电网公司目前实施的运行机制和管理模式的滞后与电网发展要求不断提高之间相互不协调的矛盾也日益突出,这些都给电网企业的发展带来了巨大的压力。在新形势下,国家电网公司对综合计划管理工作的要求也提到了一个新的高度。在新的内外部环境下,电网公司如何协调各分子公司实现的战略目标,如何优化完善综合计划管理组织机构,建立健全相关管理体系与运作机制,形成更加完善的综合计划管理模式以及标准化的运作流程,成为电网公司亟待解决的重要问题。 本文基于这样的背景,以影响公司经营业绩的核心指标为着眼点,首先梳理了影响公司经营业绩的核心指标,并分析了各项指标间的勾稽关系,在此基础上构建了公司关键经营指标体系。其次,运用基于RBF神经网络的综合预测模型及系统动力学仿真方法对关键经营指标进行预测。结合指标的预测值,论文通过资产负债率、线损率、售电量、购电量、购售电均价等指标变动对投资能力的影响情况分析,进而提出了基于关键经营指标平衡优化的公司综合计划管理指标调整流程,优化了综合计划管理各类指标,为综合计划的编制提供支撑。最后,论文提出了综合计划一体化循环管理模式,并详细设计了综合计划管理的运作体系。 论文的研究成果为公司的综合计划管理工作开展提供了参考,有助于公司落实发展战略,履行社会责任,不断提高公司综合管控的能力,以取得更优良的经营业绩和更优秀的工作绩效。
[Abstract]:The 12th Five-Year Plan period is a very key strategic period for the rapid development of China's power grid enterprises. With the deepening of urbanization and industrialization in China, The electric power demand of our country will continue to increase with the development of economy. At the same time, the external environment faced by power grid enterprises is becoming more and more complex under the background of more and more strong calls for market-oriented reform of power industry. The contradiction between the lag of operation mechanism and management mode implemented by power grid companies and the increasing demands of power grid development is becoming increasingly prominent, which brings great pressure to the development of power grid enterprises. In the new internal and external environment, how does the power grid company coordinate the strategic objectives achieved by its sub-subsidiaries, and how to optimize and perfect the integrated plan management organization? Establishing and perfecting related management system and operation mechanism, forming more perfect integrated plan management mode and standardized operation flow, become the important problem that grid company needs to solve urgently. Based on this background, this paper focuses on the core indicators that affect the company's business performance. Firstly, the paper combs the core indicators that affect the company's business performance, and analyzes the relationship between the indicators. On this basis, the key management index system of the company is constructed. Secondly, the comprehensive forecasting model based on RBF neural network and the simulation method of system dynamics are used to predict the key management index. The paper analyzes the influence of the changes of assets and liabilities ratio, line loss ratio, electricity sales, electricity purchase and average price on investment ability. Furthermore, the paper puts forward the adjusting flow of the comprehensive plan management index based on the balance optimization of the key management index, optimizes the various indexes of the integrated plan management, and provides the support for the compilation of the comprehensive plan. This paper puts forward the integrated circular management model of integrated planning, and designs the operation system of integrated planning management in detail. The research results of this paper provide a reference for the development of the company's comprehensive plan management, and help the company to implement its development strategy, fulfill its social responsibility, and continuously improve its ability of comprehensive management and control. To achieve better business performance and better job performance.
