【摘要】:随市场经济的深入发展和逐步完善,企业和组织的竞争力越来越多的依赖于科学有效的现代企业管理。绩效考核作为现代人力资源管理举足轻重的一环,能够为员工招聘、培训、薪酬计发及岗位调整等提供依据,同时,引导员工行为与组织目标的有效契合,提高人力资源利用率和产出质量。 伴随电力体制改革浪潮的推进,电力企业间的竞争日渐白热化,同时,社会的发展和科技的进步,促使国民经济和人民生活对电力供应的依赖性、敏感性越来越强,对电力供应的质量、稳定性要求越来越高,县级供电企业作为关系民生的基础能源行业,在追求经济效益的同时更是肩负着巨大的社会责任。通过科学有效的绩效考核来打造一支贴合并服务于企业战略目标、具有较强执行力、较高工作效率的职工队伍,对供电企业高效履责具有举足轻重的作用。GX电力企业是个成立于90年代的老牌国有企业,由于体制机制方面存在的问题,如管理观念陈旧、职工岗位履职水平较低、工作缺乏进取心、激励机制不健全、绩效考核不到位等,成为了该企业履职和发展的主要矛盾,该企业绩效考核体系亟待改进优化。 本文采用规范研究与应用研究相结合的方法展开研究,以GX电力公司的绩效考核体系为研究对象,首先以对绩效考核的概念、绩效考核的相关理论、主要方法及其方法的选择等现代绩效考核基本理论的研究作为基础,从理论层面简要介绍科学的绩效考核雏形,为下一步具体问题的提出和分析提供导向和铺垫。然后通过与相关人员面谈和收集GX电力公司相关资料等方式,对该企业绩效考核现状进行梳理、研究,阐述该企业绩效考核组织和职能、绩效计划与绩效目标、考核指标和考核标准、考核结果的运用、绩效反馈与沟通等方面存在问题,并且通过进一步深度研究,分析研判存在这些问题的原因。最后以该企业绩效考核实际与科学性绩效考核相结合,从该企业绩效考核组织管理方面明确管理结构,理顺管理职责;从考核文化、考核氛围的营造、优化职工结构、完善激励机制三个方面创造该公司绩效考核的实施条件;并且,从绩效计划、绩效目标的制定,考核指标、考核标准的确定,考核结果的应用,绩效反馈与沟通等方面制定绩效改进对策。 本文希望通过研究能为GX公司绩效考核体系改进优化提供理论依据和实践标准,促进该公司绩效考核工作的提升,促进该公司与职工共同发展。同时,GX电力公司作为众多供电公司中的一个,也希望该研究思路和改进策略能作为典型或试点研究,对其它同类供电企业绩效考核工作的提升提供较好的指引和参考作用。
[Abstract]:With the further development and improvement of the market economy, the competitiveness of enterprises and organizations depends more and more on the scientific and effective modern enterprise management. As an important part of modern human resource management, performance appraisal can recruit employees. Provide the basis for training, salary planning and post adjustment, and guide the effective alignment of employee behavior with organizational goals, and improve the utilization of human resources and the quality of output. With the development of electric power system reform, the competition among electric power enterprises is becoming more and more intense. At the same time, with the development of society and the progress of science and technology, the dependence of national economy and people's life on power supply is becoming more and more sensitive. The demand for the quality and stability of power supply is becoming higher and higher. County power supply enterprises are regarded as the basic energy industry related to people's livelihood. In pursuit of economic benefits, it is also shouldering enormous social responsibility. Through scientific and effective performance appraisal to create a paste and merge to serve the strategic objectives of the enterprise, has a strong executive power, higher work efficiency of the staff and workers, GX Electric Power Enterprise is an old state-owned enterprise established in 90s. Because of the problems in the system and mechanism, such as the obsolete management concept, the level of staff and workers performing their duties is low. The lack of enterprising work, imperfect incentive mechanism and inadequate performance appraisal have become the main contradiction in the performance and development of the enterprise. The performance appraisal system of the enterprise needs to be improved and optimized urgently. This paper adopts the method of combining normative research with applied research, taking the performance appraisal system of GX Electric Power Company as the research object, firstly, taking the concept of performance appraisal and the relevant theory of performance appraisal as the research object. Based on the basic theories of modern performance appraisal, such as the selection of main methods and methods, this paper briefly introduces the rudiments of scientific performance appraisal from the theoretical level. Then through interview with relevant personnel and collecting relevant information of GX Electric Power Company, the current situation of performance appraisal of this enterprise is combed and studied. This paper expounds the problems existing in the organization and function of performance appraisal, performance plan and performance goal, evaluation index and evaluation standard, application of appraisal result, performance feedback and communication, etc. Finally, by combining the actual performance appraisal of the enterprise with the scientific performance appraisal, the management structure of the organization and management of the enterprise performance appraisal should be clarified, and the management responsibility should be straightened out, and the assessment culture should be taken into account. Creating the appraisal atmosphere, optimizing the staff structure, perfecting the incentive mechanism to create the implementation conditions of the performance appraisal of the company, and, from the performance plan, the formulation of the performance goal, the appraisal index, the appraisal standard determination, Develop performance improvement strategies in the application of evaluation results, performance feedback and communication. This paper hopes to provide theoretical basis and practical standard for the improvement and optimization of performance appraisal system of GX Company, and promote the performance appraisal work of GX Company. At the same time, GX Power Company, as one of the many power supply companies, also hopes that the research ideas and improvement strategies can be used as a typical or pilot study. To other similar power supply enterprise performance appraisal work promotion provides the good guidance and the reference function.
