低成本战略下的Z集团工程项目绩效考核研究

【摘要】:大型建筑施工企业利润的来源是各个工程项目,面对越来越激烈的国内外市场竞争,企业如何有效提升工程项目管理来提高每一个工程项目的效益,进而提高整个企业的效益,这个问题是大型建筑施工企业最高管理者所面临的迫切需要解决的问题。随着工程项目管理考核评价方法的不断进步,以及对其重要程度认识的深入,传统的仅仅基于成本、进度、质量和安全的工程项目绩效考核体系已经不能适宜大型建筑施工企业发展的需要。因此,如何更科学地考核大型建筑施工企业工程项目的绩效,己经成为需要迫切解决的难题。 建筑工程项目具有不可移动性、周期性长、材料复杂,生产方式多样性等一系列特点,给工程项目绩效考核带来了很大的困难。所以,本文在对我国大型建筑施工企业工程项目绩效考核现状的分析和总结的基础之上,结合Z集团工程项目管理的特点,使用平衡记分卡的绩效考核理论,分别从财务视角、客户视角、运行视角和学习视角四个方面,重新构建了大型建筑施工企业工程项目绩效考核指标框架体系;并通过运用层次分析法,科学合理地对各指标赋予了相应的权重,,通过对Z集团某工程项目进行实地考察,获取了相关的数据和资料,检验了文中所构建的绩效考核指标体系的实用性和适用性,对应用效果进行了评估,并提出了应用平衡记分卡进行工程项目业绩考核的建议及注意事项。 通过分析研究和实践表明,本文设计的工程项目绩效考核体系能够更加科学和全面的对大型建筑施工企业的工程项目绩效进行评估。因此,对该类企业的项目绩效考核具有一定的指导和借鉴作用。
[Abstract]:The profit source of large construction enterprises is each project. In the face of more and more fierce market competition at home and abroad, how can the enterprise effectively enhance the project management to improve the benefit of each project, and then improve the benefit of the whole enterprise? This problem is an urgent need to be solved by the top managers of large construction enterprises. With the continuous progress of project management assessment and evaluation methods and the in-depth understanding of its importance, the traditional only based on cost, Progress, quality and safety of engineering project performance evaluation system can no longer meet the needs of the development of large construction enterprises. Therefore, how to assess the performance of large construction enterprises more scientifically, It has become a difficult problem that needs to be solved urgently. Construction project has a series of characteristics, such as immobility, long periodicity, complex material and diversified production mode, which brings great difficulties to the performance appraisal of engineering project. Based on the analysis and summary of the present situation of engineering project performance appraisal in large construction enterprises of our country, combined with the characteristics of engineering project management in Z Group, this paper uses the performance appraisal theory of balanced Scorecard, respectively from the financial angle of view. From four aspects of customer perspective, operation perspective and learning perspective, this paper reconstructs the performance evaluation index system of large construction enterprise project, and gives the corresponding weight to each index scientifically and reasonably through the use of Analytic hierarchy process (AHP). Through the field investigation of a project in Z Group, the relevant data and data are obtained, the practicability and applicability of the performance appraisal index system constructed in this paper are tested, and the application effect is evaluated. The paper also puts forward some suggestions and points for attention on the application of balanced scorecard in engineering project performance evaluation. Through the analysis and practice, it is shown that the performance evaluation system designed in this paper can evaluate the project performance of large construction enterprises more scientifically and comprehensively. This kind of enterprise project performance appraisal has the certain guidance and the reference function.
