贵州工业化进程中农村劳动力转移问题研究

【摘要】：自2008年金融危机以来,我国沿海地区受到金融危机的影响,制造业的出口成本过高,需要将工业转入内陆地区,通过内陆地区的低成本,降低产品的销售价格,发挥产品的竞争优势。在这样的情况下,沿海地区开始进行产业结构的调整，工业开始向内陆地区转移，这为推动贵州工业化进程提供了新的动力。贵州是一个农村人口众多的省份，由于地理环境的限制农业发展受到阻碍，农村中积压着大量的劳动力需要进行转移，从国内外工业化的进程来看，农村劳动力转移是工业化进程中的一个重要问题。基于贵州省实际情况，通过对贵州工业化进程中农村劳动力转移的计量分析和调查研究，分析贵州工业化进程中农村劳动力存在的问题,并提出相关建议,为贵州工业化进程中解决农村劳动力转移的相关问题提供借鉴和参考。本文运用劳动经济学、计量经济学、制度经济学、产业经济学等相关的经济学知识，同时借鉴了国内外工业化进程中农村劳动力转移的理论和文献作为参考，对贵州工业化进程中农村劳动力转移问题进行分析。本文的研究主要对贵州工业化进程中农村劳动力转移发展历程和现状进行分析，在对发展历程的分析上，总结了贵州工业化进程中农村劳动力转移的特点，结合理论分析了其主要影响因素，在对现状的分析上，提出了现阶段贵州工业化进程中农村劳动力转移存在的问题。综合考虑理论和上述的两个分析过程中的分析结果后，针对问题提出了相关建议。本文的研究主要从以下几个方面入手：1、运用计量的方法计算了贵州剩余农村劳动力的数量，，并且进一步修正，算出待转移农村劳动力。2、通过贵州工业和农业的产业偏离度及就业弹性来分析工农业就业结构。3、针对农村劳动力转移问题进行了相关的调查研究，分析了贵州农村劳动力就业形势并选取了六盘水市和毕节试验区进行更加具体的调查分析。4、根据分析的结果总结了贵州工业化进程中农村劳动力转移存在的问题，并综合考虑全文的分析结果，提出相关建议。通过计量分析和调查分析相结合的方式对贵州工业化进程中农村劳动力转移问题进行分析下，总结了其中存在的问题：一是农村存在大量待转移劳动力；二是工农业就业结构存在偏差,就业稳定性较差；三是农村劳动力整体素质偏低，人力资本积累不足；四是工业园区建设不足，农村劳动力就地转移存在困难；五是农村劳动力转移受到制度的约束。其中前述两个问题是由计量分析得出的结果，后面三个问题是对贵州调查分析结果。针对上述问题，在综合考虑了全文的研究成果的基础上提出了建议。
[Abstract]:Since the financial crisis in 2008, the coastal areas of our country have been affected by the financial crisis. The export cost of manufacturing industry is too high, so it is necessary to transfer industry to the inland area, and to reduce the selling price of products through the low cost of inland area. Give full play to the competitive advantage of products. Under such circumstances, the coastal areas begin to adjust their industrial structure, and industries begin to move inland. This has provided a new impetus to the industrialization process in Guizhou, a province with a large rural population. Due to the constraints of its geographical environment, agricultural development is hindered, and a large backlog of labor in the countryside needs to be transferred. From the process of industrialization at home and abroad, the transfer of rural labor force is an important problem in the process of industrialization. Based on the actual situation of Guizhou Province, this paper makes a quantitative analysis and investigation on the transfer of rural labor force in the process of industrialization in Guizhou. This paper analyzes the existing problems of rural labor force in the process of industrialization in Guizhou, and puts forward some relevant suggestions to provide reference and reference for solving the problems related to the transfer of rural labor force in the process of industrialization in Guizhou. This paper uses relevant economic knowledge such as labor economics, econometrics, institutional economics, industrial economics and so on. At the same time, it draws lessons from the theory and literature of rural labor force transfer in the process of industrialization at home and abroad as a reference. This paper mainly analyzes the development process and current situation of rural labor force transfer in the process of industrialization in Guizhou Province, and analyzes the development process of rural labor force transfer in Guizhou. This paper summarizes the characteristics of rural labor force transfer in the process of industrialization in Guizhou, analyzes its main influencing factors in combination with the theory, and analyzes the present situation. This paper puts forward the problems existing in the transfer of rural labor force in the process of industrialization in Guizhou at the present stage. After considering the theory and the analysis results of the above two analytical processes, the paper puts forward some relevant suggestions for the problems. The research of this paper mainly starts with the following several aspects: 1, calculates the number of surplus rural labor force in Guizhou by using econometric method, and further modifies it. To calculate the rural labor force to be transferred. 2. Through the industrial deviation and employment elasticity of Guizhou industry and agriculture to analyze the industrial and agricultural employment structure. This paper analyzes the employment situation of rural labor force in Guizhou Province and selects Liupanshui City and Bijie Experimental area to carry out more specific investigation and analysis. According to the results of the analysis, it summarizes the problems existing in the transfer of rural labor force in the process of industrialization in Guizhou. And comprehensive consideration of the full text of the analysis results, put forward relevant recommendations. Through the combination of econometric analysis and investigation and analysis, this paper analyzes the problem of rural labor force transfer in the process of industrialization in Guizhou, and summarizes the existing problems: first, there is a large number of rural labor force to be transferred; Second, the industrial and agricultural employment structure is biased, the employment stability is poor; third, the overall quality of rural labor force is low, the accumulation of human capital is insufficient; fourth, the construction of industrial parks is insufficient, and the local transfer of rural labor force is difficult; Fifth, the transfer of rural labor is subject to institutional constraints. The two problems mentioned above are the result of econometric analysis, the latter three are the results of the investigation and analysis of Guizhou. On the basis of synthetically considering the research results of this paper, some suggestions are put forward.
