辽宁省小微工业企业发展存在的问题与对策研究

【摘要】:自2003年党中央通过并实施振兴东北老工业基地战略以来,以国家战略为引导,以省、市政策为带领,以创新发展为驱动,经过多方努力,辽宁省作为传统的老工业基地迎来的全面振兴的新篇章。小微工业企业是我国经济里重要组成单元,具有数量多、规模小、涉及行业广泛等特点。小微工业企业在我省的经济体系之中占有重要地位,不仅为我省创造了广阔的就业平台,促进我省保障民生和维护社会和谐稳定,同时对我省经济结构的调整、推动产业结构升级和促进经济发展方式的转变具有重大作用。 然而,小微工业企业也面临着严峻挑战,建企业易而长久难,维持企业易而发展难。随着国际金融危机扩大,市场持续波动,小微工业企业限于自身规模偏小、缺乏科学的管理制度、融资能力弱和生产偏向劳动密集型等特点,很容易在市场竞争中被淘汰。随着市场竞争愈加激烈,雇工人力费用增加、原材料和能源价格持续提高、人民币升值带来的外贸压力增大,大量的小微工业企业都面临着订单减少、回款困难甚至资金链断裂,严重影响着小微企业的生存与发展,这种状况也在逐渐引起社会大众的高度关注。论文共分为五章: 第一章为绪论。在绪论中简单介绍了本文的选题背景,主要阐述了研究目的意义和研究的方法。对小微工业企业面临的问题做出概述。 第二章为文献综述。首先小微工业企业做出界定,并结合我省实际情况和相关政策,系统的阐述了小微工业的成长理论。并结合辽宁省工业发展战略做出了初步分析。 第三章具体介绍了辽宁省小微工业的基本情况,就我省小微工业企业的经济地位、在我省的区域分布、从事行业分布和经营情况等方面做出了具体的判断分析,为研究并解决小微工业企业所面临的问题打下了坚实基础。 第四章为具体分析我省小微工业企业所面临的实际问题,并给出了初步判断。小微工业企业既和大中型企业一样受到资源与环境的约束,又因自身问题存在多方面不足。普遍存在不了解相关政策法规,运用国家政策不到位,而又人才匮乏、融资能力差,创新能力整体不高,企业发展前景差。 第五章为我省小微工业企业的发展提供了具体建议。结合辽宁省工业发展战略,从全局角度思考小微工业企业的发展方向和途径。同时建议政府应当发挥自己的职能作用,建立健全政策法规。一方面营造适合小微工业企业发展的环境,另一方面,利用政策引导扶持小微工业走科技创新路线,促进小微工业集群建立,引领整体产业升级,走可持续发展道路。小微工业企业应当强化自身,建立现代化企业管理制度,引入高素质人才,,始终保持危机意识,始终坚持创新发展保持竞争优势,以发展求生存,最终做大做强。
[Abstract]:Since 2003, the CPC Central Committee has adopted and implemented the strategy of revitalizing the old industrial bases in the Northeast, guided by the national strategy, guided by provincial and municipal policies, driven by innovation and development, and through various efforts. Liaoning Province, as a traditional old industrial base, ushered in a new chapter of all-round revitalization. Small and micro industrial enterprises are important components of our economy, with a large number and small scale. Small and micro industrial enterprises play an important role in the economic system of our province. They not only create a broad employment platform for our province, but also promote the protection of people's livelihood and the maintenance of social harmony and stability in our province. At the same time, it plays an important role in adjusting the economic structure of our province, promoting the upgrading of industrial structure and changing the mode of economic development. However, small and micro industrial enterprises are also faced with severe challenges. It is easy to build enterprises but difficult to maintain them, and it is difficult to maintain them. As the international financial crisis expands and the market continues to fluctuate, small and micro industrial enterprises are limited to their own small scale. Lack of scientific management system, weak financing capacity and labor-intensive production are easily eliminated in the market competition. As the market competition becomes more intense, the labor costs of employees increase, and the prices of raw materials and energy continue to rise. The foreign trade pressure caused by the appreciation of RMB is increasing. A large number of small and micro industrial enterprises are faced with the reduction of orders, the difficulty of refunds and even the breakage of the capital chain, which seriously affect the survival and development of small and micro enterprises. This situation is also gradually attracting the attention of the public. The thesis is divided into five chapters:. The first chapter is the introduction. In the introduction, it briefly introduces the background of this paper, mainly expounds the significance of the research purpose and research methods, and gives an overview of the problems faced by small and micro industrial enterprises. The second chapter is literature review. Firstly, small and micro enterprises are defined, and combined with the actual situation and relevant policies of our province, the growth theory of small and micro industry is systematically expounded, and combined with Liaoning Province industrial development strategy to make a preliminary analysis. The third chapter introduces the basic situation of the small and micro industry in Liaoning Province, and makes a concrete judgment and analysis on the economic status of the small and micro industrial enterprises in our province, the regional distribution of our province, the distribution of the industry and the situation of operation, etc. It has laid a solid foundation for studying and solving the problems faced by small and micro-industrial enterprises. Chapter 4th analyzes the practical problems faced by the small and microindustrial enterprises in our province, and gives a preliminary judgment. The small and micro industrial enterprises are constrained by the resources and the environment as well as the large and medium-sized enterprises. Because of their own problems, there are many shortcomings. There are many problems, such as lack of understanding of relevant policies and regulations, lack of national policies, lack of talents, poor financing ability, low overall innovation ability, and poor prospects for enterprise development. Chapter 5th provides specific suggestions for the development of small and micro industrial enterprises in our province. Combined with the industrial development strategy of Liaoning Province, the author thinks about the direction and approach of the development of small and micro industrial enterprises from the overall perspective. At the same time, it suggests that the government should give play to its own function. Establish and improve policies and regulations. On the one hand, create a suitable environment for the development of small and micro industrial enterprises, on the other hand, use policies to guide and support small and micro industries to take the line of scientific and technological innovation, to promote the establishment of small and micro industrial clusters, and to lead the overall industrial upgrading. Small and micro-industrial enterprises should strengthen themselves, establish modern enterprise management system, introduce high-quality talents, always maintain crisis consciousness, persist in innovation development and maintain competitive advantage, in order to develop and survive, small and micro-industrial enterprises should strengthen themselves, establish modern enterprise management system, introduce high-quality talents, and always maintain crisis consciousness. In the end, it becomes bigger and stronger.
