S公司X项目风险控制研究

【摘要】:保护水资源是中国长期稳定发展的根本利益和基本目标之一,实现可持续发展依然是中国面临的严峻挑战。在工业快速发展的今天,企业扮演着保护环境与破坏环境的双重角色,负有不可推卸的责任。 S公司由于增加了硬盘相关业务,需要进行生产线的扩建,相应的排放的工业废水量也随之增大,现有的工业废水处理系统不能满足扩产后的需求,主要表现在以下几点:(1)排放量增大,现有的系统太小,不能完全处理;(2)工业废水成分复杂、有机物浓度高、化学需氧量高等特点,现有的废水处理系统处理方法及流程简单,设备陈旧,含油废水及部分高分子有机物不能有效去除;(3)政府的压力,要求新建项目产生的废水60%回用,所以需要新建一套废水处理系统以满足扩产后的需求。在项目建设的过程中,涉及到风险管理的问题,任何一个阶段都可能存在风险,采取积极的风险管理,可以使项目更加顺利的进行。 本文利用专家打分法、风险矩阵原理及Borda序值法对X项目建设中存在的风险源进行定性及定量相结合的分析方法,从环境风险、技术风险、进度风险及施工安全风险方面进行了详细的分析及研究,明确各项风险源对项目的影响程度,,利用风险回避、风险转移、风险减轻及接受风险等应对策略对各风险源进行管理,在理论与实践相结合的基础上探索一套切实可行的、科学的、系统的项目风险管理模式,使其在实际应用中更为科学与合理,同时为S公司以后类似项目的风险管理提供参考与借鉴。
[Abstract]:The protection of water resources is one of the fundamental interests and basic goals of China's long-term and stable development, and the realization of sustainable development is still a severe challenge facing China. Enterprises play a dual role of environmental protection and environmental damage, and bear the unshirkable responsibility. Due to the increase of hard disk related business, S Company needs to expand the production line, and the corresponding discharge of industrial waste water is also increased. The existing industrial wastewater treatment system cannot meet the needs after the expansion of production. It is mainly manifested in the following characteristics: the amount of discharge increases, the existing system is too small to be fully treated) the composition of industrial wastewater is complex, the concentration of organic matter is high, and the chemical oxygen demand is high. The existing wastewater treatment system is simple in treatment methods and processes. The old equipment, oily waste water and some polymeric organic matter can not effectively remove the pressure from the government, requiring 60% reuse of the wastewater produced by the new project. Therefore, it is necessary to build a new wastewater treatment system to meet the needs after the expansion of production. In the process of project construction, risk management is involved, and risk may exist in any stage, and take active risk management. The project can be carried out more smoothly. This paper uses expert scoring method, risk matrix principle and Borda order value method to analyze the risk sources in X project construction qualitatively and quantitatively, from the environmental risk, technical risk, In the aspect of schedule risk and construction safety risk, detailed analysis and research are carried out, and the degree of impact of each risk source on the project is clarified, and each risk source is managed by risk avoidance, risk transfer, risk mitigation and acceptance of risk, etc. Based on the combination of theory and practice, this paper explores a set of feasible, scientific and systematic project risk management model, which makes it more scientific and reasonable in practical application. At the same time for S company in the future similar project risk management to provide reference and reference.
