我国柴油质量升级的市场机遇和挑战

【摘要】：近年来,随着柴油消费量的增长以及环保要求的日益严格,车用柴油质量标准也不断提高。在今年4月28日的国务院常务会议上,决定按照国务院出台的《大气污染防治行动计划》,加快推进成品油质量升级国家专项行动。会议明确,加快清洁油品生产供应,力争提前完成成品油质量升级任务。鉴于目前终端市场对于各类标准的柴油需求仍然存在,对升级的彻底性有影响,地方政府对于油品质量升级的执行和监管力度不同,也影响全国总体进度,以及市场化环境中油品质量升级的成本很难由消费者实际消化等实际问题,我国柴油质量升级道路挑战重重。随着柴油机技术的进步、柴油供需环境的改变、油品质量升级的加快,笔者认为,在国内适度推广柴油乘用车、打造高端柴油可以成为一种选择。
[Abstract]:In recent years, with the increase of diesel consumption and the increasingly stringent requirements of environmental protection, the quality standard of vehicle diesel has been improved.At the executive meeting of the State Council on 28 April this year, it was decided to speed up the national special action on upgrading the quality of refined oil products in accordance with the State Council's Action Plan for the Prevention and Control of Air pollution.The meeting is clear, accelerate clean oil production and supply, strive to finish the product quality upgrade task ahead of schedule.In view of the fact that there is still a demand for all kinds of standard diesel fuel in the terminal market, which has an impact on the thoroughness of the upgrade, the different enforcement and supervision efforts of local governments to upgrade the quality of oil products also affect the overall progress of the whole country.Moreover, the cost of oil quality upgrading is difficult to be digested by consumers in the market-oriented environment, and there are many challenges in the way of diesel quality upgrading in China.With the development of diesel engine technology, the change of diesel oil supply and demand environment and the acceleration of oil quality upgrade, the author thinks that it is an option to promote diesel passenger vehicle in our country appropriately and to build high-end diesel fuel.
