在海工平台建造项目中人力资源管理的应用研究

【摘要】:自古以来,人类始终怀着认识和开发海洋的梦想,而随着我国对海洋资源开发的日益重视,海洋工程产品作为人类探索海洋、挖掘海底资源和进行海上作业的必要工具,其制造的工艺化、模块化、智能化程度愈发提高。海洋工程装备项目包含的内容极为广泛,已发展成为一个复杂的多元化的系统工程。由于海洋工程项目是一项融合多种科学领域共同作业的极为复杂的多元化项目,这就使得海洋工程项目中需要大量不同专业的技术人员、工程管理人员、商务人员以及施工人员共同合作下,整个项目的建造工作才能够完整、顺利的完成。但是,就目前我国海洋工程建造项目的实际操作情况来看,整个项目的人力资源管理依然采用的是传统的人事管理方式,这种方式由于主观影响较大,更容易出现偏差和失误,而国际上已经提出先进的战略性人力资源管理方法,该方法从管理的各个方面都要优于传统的人事管理方式。因此,在当前海洋工程建造项目管理过程中,如何利用现有的资源进行人力资源管理的最大化利用,最大限度的发挥人力资源管理的能动性,保证整个项目能够顺利高效完成,建立与团队合作模式相适应的人力资源管理方法,对于我国海洋工程项目的发展尤为重要,也是如今海洋工程项目人力资源管理者需要思考的重要问题。 本文在对国内外相关文献进行梳理、总结和回顾的基础上,依据海工建造项目自身的特点分析了海工建造项目人力资源管理模式,包括主要内容、框架等;其次分析了海工建造项目人力资源能力开发系统,并提出了其人力资源能力开发系统的框架与实施过程;最后通过对圆筒型超深水海洋钻探平台项目人力资源管理的案例,对其项目组织机构的建立、项目人员的获取、项目团队的建设与工作绩效的评价进行分析,并提出了海工建造项目人力资源管理模式推广的对策建议,进而为国内建造的海洋工程项目的人力资源管理提出一些具有实践性和可操作性的指导。
[Abstract]:Since ancient times, human beings have always cherished the dream of understanding and exploiting the ocean. With the increasing attention paid to the exploitation of marine resources in our country, marine engineering products are used as necessary tools for human beings to explore the oceans, tap seabed resources and carry out offshore operations.Its manufacturing technology, modularization, intelligent degree more and more improved.The marine engineering equipment project contains a wide range of contents and has developed into a complex and diversified system engineering.Because the marine engineering project is an extremely complex and diversified project that combines the common work of many scientific fields, it makes the marine engineering project need a large number of different professional technicians and engineering managers.With the cooperation of commercial and construction personnel, the construction of the project can be completed completely and smoothly.However, in view of the actual operation of the marine engineering construction projects in our country at present, the human resources management of the whole project still adopts the traditional personnel management method, which is more prone to errors and mistakes because of the greater subjective influence.The advanced strategic human resource management method has been put forward in the world, which is superior to the traditional personnel management method in all aspects of management.Therefore, in the current ocean engineering construction project management process, how to use the existing resources to maximize the use of human resources management, to maximize the role of human resources management, to ensure the smooth and efficient completion of the entire project.It is particularly important for the development of marine engineering projects to establish a human resource management method suitable to the team cooperation model. It is also an important issue that human resource managers of ocean engineering projects need to think about nowadays.On the basis of summarizing and reviewing the relevant literature at home and abroad, this paper analyzes the human resource management mode of marine construction projects according to the characteristics of marine construction projects, including the main content, framework and so on.Secondly, the paper analyzes the human resource capability development system of marine construction project, and puts forward the framework and implementation process of its human resource ability development system. Finally, the case of human resource management of cylindrical ultra-deep water offshore drilling platform project is given.This paper analyzes the establishment of project organization, the acquisition of project personnel, the construction of project team and the evaluation of work performance, and puts forward the countermeasures and suggestions for popularizing the human resource management mode of marine construction project.Then it provides some practical and operable guidance for the human resource management of marine engineering projects built in China.
