基于能力素质模型的江苏油田培训项目运作研究

【摘要】:当前关于企业员工培训运行模式理论很多,各自都从不同的视角出发探讨提升员工培训质量的理论和方法。本文首先查阅文献资料,从国内外培训项目运作的理论入手,结合江苏油田培训项目运作模式现状,借鉴国外比较先进和流行的培训项目运行模式,提出建立以能力素质提升为基础、以培训课程体系为架构、以特色培训课程为支撑、以培训项目评估为保障的可持续、滚动循环的培训项目运行模式。首先,基于能力模型的培训项目运行模式能够优化人员的评价标准。依据能力词典、核心能力模型对特定岗位人员进行客观描述,是对其绩效考核的要点,为选拔、聘任、考核、评价提供更加明确和细化的标准。其次,以能力素质提升为基础的培训项目运作模式能够完善培训运作流程,实现了两个一致性:一是能力标准与培训内容的一致性。二是培训目标与职业发展目标的一致性。第三,以能力素质提升为基础的培训项目运作模式能够满足三个层面的培训需求。因为核心能力的构建过程充分结合了组织、岗位和个体需求。第四,以能力素质提升为基础的培训项目运作模式能够有助于推动培训项目的可持续发展。以能力模型、培训课程体系为铺垫的培训,可以按照核心能力分项培训、专项提高,可以按照各级典型行为针对不同层次的培训对象开展分级培训。这种逐级、分项的培训工作便于培训项目的系统化开展,支持者培训项目向纵深发展。
[Abstract]:At present, there are many theories about the operation mode of employee training in enterprises, each from different angle of view to discuss the theory and method of improving the quality of employee training. This paper first looks up the literature, starts with the theory of training project operation at home and abroad, combines the present situation of Jiangsu oilfield training project operation mode, and draws lessons from the more advanced and popular foreign training project operation mode. This paper puts forward a sustainable and rolling running mode of training project, which is based on the improvement of ability quality, based on the training course system, supported by the characteristic training course and guaranteed by the evaluation of the training project. Firstly, the training project running mode based on competency model can optimize the evaluation criteria of personnel. According to the ability dictionary, the core competency model is the key point of performance evaluation, which provides a more clear and detailed criterion for selection, appointment, evaluation and evaluation. Secondly, the training project operation model based on the ability quality enhancement can perfect the training operation flow and realize two consistency: one is the consistency between the competency standard and the training content. The second is the consistency between training goals and career development goals. Third, the training project operation model based on the ability improvement can meet the three levels of training needs. Because the core competence construction process fully combines the organization, the post and the individual need. Fourth, the training project operation model based on the ability enhancement can help to promote the sustainable development of the training project. The training based on the ability model and the training course system can be trained separately according to the core competence, which can be improved, and the training can be carried out at different levels according to the typical behavior of different levels. This kind of step-by-step training work facilitates the systematic development of the training project, and the support training project develops in depth.
