我国国防科技工业军民融合式创新体系研究

【摘要】:古今中外的现实和历史表明,将国防工业和整个国家的发展相统一,是具有前瞻性和全局性的战略性决策。构建国防科技工业军民融合式创新体系能为我国的科技和经济体制改革带来新的思路,能为我国知识创新、技术创新提供政策支持、法律保障,能为促进社会经济发展和国防建设的协调提供新的路径。构建军民融合式创新体系,便可聚集全国人民的力量,共同使用一个兼容性的创新体系进行经济建设和国防建设,实现“一份投入,两份产出”,提高国家整体经济运行效率和效益,进而极大地提升自身的核心竞争力和综合国力。本文首先介绍了与国防科技创新体系有关的概念,并分析了在我国构建军民融合式创新体系的必要性。在对我国军民融合所经历的三个阶段进行分析后,认为我国军民融合式发展取得了重要成绩,构建军民融合式创新体系的条件基本形成。但是,我国军民融合的进程发展不平衡,深层次矛盾日益显现,军民融合式发展还存在很多亟待解决的问题,文章对存在的问题从微观、中观、宏观三个方面进行了分析。然后选取美国、俄罗斯等在军民融合方面具有代表性和典型性的国家,对这些国家在军民融合式创新方面的成功和成熟的做法和经验进行研究,通过研究、借鉴、比较这些做法和经验,同时对现实环境进行分析,思考相应的对策及措施,得到对构建我国军民融合式创新体系的几点启示。接着根据军民融合式创新体系构建的基本思路,提出了军民融合的体制构想,确定了军民融合式创新体系中的主要要素,用网络模型构想出我国国防科技工业军民融合式创新体系主体框架,认为它是一个不断优化演进、螺旋上升的动态体系。最后针对我国国民经济和国防发展的实际,提出了提升我国国防科工业军民融合式创新体系建设水平的具体措施和建议。
[Abstract]:The reality and history at all times and in all countries show that it is a forward-looking and overall strategic decision to unify the national defense industry with the development of the whole country. The establishment of a military-civilian innovation system for national defense science, technology and industry can bring new ideas to the reform of our country's science, technology and economic system, and can provide policy support and legal guarantee for our country's knowledge innovation and technological innovation. It can provide a new way to promote the coordination of social and economic development and national defense construction. By building a military-civilian integrated innovation system, we can gather the strength of the people of the whole country and jointly use a compatible innovation system for economic construction and national defense construction, so as to achieve "one input, two outputs." Improve the efficiency and benefit of the whole national economy, and then greatly enhance its core competitiveness and comprehensive national strength. This paper first introduces the concepts related to the national defense science and technology innovation system, and analyzes the necessity of constructing the military-civilian integration innovation system in China. After analyzing the three stages of military and civil integration in China, it is considered that the development of military and civil integration has made important achievements, and the conditions for building an innovative system of military and civil integration are basically formed. However, the process of civil-military integration in our country is not balanced, and the deep-level contradiction is becoming more and more obvious. There are still many problems to be solved urgently in the development of military-civilian integration. This paper analyzes the existing problems from three aspects: micro, meso and macro. Then select the United States, Russia and other representative and typical countries in the military and civil integration, to study the successful and mature practices and experiences of these countries in the military-civil integration innovation, through research, learn from, By comparing these practices and experiences, analyzing the realistic environment, thinking about the corresponding countermeasures and measures, we can get some enlightenment to the construction of our country's military-civil fusion innovation system. Then according to the basic idea of building the military-civilian fusion innovation system, the paper puts forward the system conception of the military-civilian integration, and determines the main elements of the military-civil-fusion innovation system. Based on the network model, the main body frame of the military-civil fusion innovation system of defense science, technology and industry in China is conceived, which is considered to be a dynamic system with continuous optimization and evolution. Finally, according to the reality of our national economy and national defense development, this paper puts forward some concrete measures and suggestions to improve the construction level of the military-civilian integration innovation system of national defense science, industry and industry.
